High economic growth in the first quarter

Entering 2025, despite facing many difficulties and challenges, under the close direction of the Central Government, support from ministries and branches, and efforts from the locality, Bac Giang's socio-economic situation in the first 3 months of the year achieved outstanding results.

Economic growth (GRDP) in the first quarter is estimated at about 14.8% (higher than the previous scenario, expected at 13%). Of which, industry - construction is estimated to increase by about 18.8%, industry alone is estimated to increase by about 19.6%.

Key manufacturing sectors maintained good growth; agricultural production remained stable, ensuring the plan. Trade and services recovered strongly; export value maintained a stable growth rate. Total import and export value in the first 3 months of the year reached 16.6 billion USD, up 61.1% over the same period last year. Of which, export reached 8.44 billion USD, up 41.9%; import reached 8.17 billion USD, up 67.1%.

The province's largest export market is currently China, followed by South Korea, the US, India, Spain and several other countries. In the first 3 months of 2025, the province had 424 newly established enterprises, an increase of 36% over the same period, with registered capital reaching VND 2,487 billion. Enterprises have actively contributed to the province's socio-economic development. Budget revenue has increased significantly.

The disbursement of public investment capital has been focused on since the beginning of the year. As of March 20, the disbursement value reached nearly VND770 billion, equal to 11.3% of the plan.

There are currently no national key projects in the province, however, the Provincial Party Standing Committee has identified 15 major, key projects of the province that are subject to monitoring and direction, focusing on the fields of transportation, urban areas, infrastructure, services, environment and administrative management...

Despite achieving many positive results, Bac Giang still faces some difficulties. That is, the investment, production and business situation in general of enterprises still faces certain obstacles due to the trade defense policies of partners, especially the solar battery manufacturing industry. The implementation of some projects is still slow.

To continue to remove "bottlenecks" and create favorable conditions for socio-economic development, Bac Giang province proposed that the Ministry of Construction consider and provide specific guidance on the implementation of determining the time for individuals receiving land use rights transfers at projects to complete housing construction according to Decree No. 95/2024/ND-CP of the Government; promptly organize training in localities on the Law on Urban and Rural Planning and guiding decrees and circulars...; remove obstacles for urban and residential area projects transitioning to using public investment capital in implementing the Housing Law.

In addition, the province also proposed a number of contents on the construction of transport infrastructure related to railways, roads, waterways, and highways; removing obstacles in implementing projects to exploit minerals for common construction materials, develop renewable energy, new energy electricity, etc.

Comrade Nguyen Viet Oanh made a recommendation.

Speaking here, comrade Nguyen Viet Oanh said that all of Bac Giang's socio-economic indicators in the first months of the year exceeded the target. To achieve the above results, the province has assigned 105 tasks to sectors, agencies and units associated with the responsibility of the head. Bac Giang's main growth is in the industrial sector but still focuses on developing agriculture and services.

In the coming years, the province will continue to promote service development, attract more investors in the service sector; focus on site clearance to soon put industrial parks into operation. Regarding difficulties and obstacles, Bac Giang hopes to have them resolved soon.

Speaking at the meeting, comrade Nguyen Van Gau emphasized: Bac Giang is determined to carry out its tasks. Some of the tasks were scheduled to be implemented in 2 months but were completed in 10 days. Many tasks were shortened to save time and promote growth. Bac Giang focuses on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. In March, Bac Giang signed cooperation agreements with 4 leading information technology corporations to promote digital transformation and innovation. In the near future, the province will study the establishment of a digital data and cyber security research institute. The province continues to strive to fulfill the socio-economic goals set for the year.

Need to maintain leading growth target in the country

The recommendations of Bac Giang province were answered by representatives of relevant ministries and branches, suggesting a number of solutions to promote local socio-economic development. Mr. Luu Quang Thin, Deputy Director of the Department of Financial Planning (Ministry of Construction) stated: The Housing Law 2023, effective from August 1, 2024, does not regulate infrastructure construction projects to create land funds for auctioning land use rights to implement investment projects. The Housing Law only regulates investment projects to build urban areas with housing, investment projects to build infrastructure of housing areas to transfer land use rights to individuals to build their own houses. Investment in infrastructure construction to create land funds for auctioning land use rights is carried out in accordance with the provisions of the law on land and public investment.

Concluding the meeting, Minister Nguyen Hong Dien acknowledged and highly appreciated the socio-economic development results of Bac Giang province in recent times. The Minister requested the province to stick to the growth target, continue to closely follow the monthly growth scenario as well as developments in the world situation.

It is necessary to focus on supporting businesses, especially small and medium enterprises, to diversify products and markets.

To continue to increase room for development, we must focus on implementing projects according to regional, national and provincial planning.

Pay attention to removing difficulties and obstacles for each enterprise in the area. The province and the electricity industry create the most favorable conditions for the construction of electricity projects.

Resolutely implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo. Continue to improve administrative procedures, cut unnecessary procedures. Implement national target programs, ensure social security, and strive to eliminate temporary and dilapidated houses.

Comrade Tran Huu Linh, Director of the Department of Domestic Market Management and Development, Ministry of Industry and Trade, answered some recommendations of Bac Giang province.

The Minister hopes that with the above synchronous and drastic solutions, Bac Giang will make important contributions to the whole country in achieving the growth target of 8% in 2025; the province will maintain its leading growth position in the country.

Regarding the recommendations, the Minister requested relevant agencies to provide specific written responses to the province. For the contents that are permitted by law, specific instructions should be provided. However, the current law does not allow it, but it is suitable for practice and recommendations should be made to promptly resolve and adjust, using one law to amend many laws.
