It is forecasted that around the night of November 3, this cold air mass will affect the Northeast, then affect the North Central, most places in the Northwest and the Central Central. The Northeast wind inland will gradually strengthen to level 3, and coastal areas level 4.

From November 4, the Northeast and Thanh Hoa will turn cold; from November 5-6, the North and North Central regions will be cold, with some mountainous areas experiencing severe cold. From early morning of November 4, the Northeast region will have scattered showers and thunderstorms, with some places experiencing heavy rain; thunderstorms may include tornadoes, lightning and strong gusts of wind.

Thunderstorms accompanied by tornadoes, lightning and strong gusts of wind can affect agricultural production, cause trees to fall, damage houses, traffic works and infrastructure.

Regarding the rain situation, experts from the National Center for Hydro-Meteorological Forecasting said that from the morning of November 3 to the night of November 4, the area from Ha Tinh to Quang Ngai will have moderate rain, heavy rain and scattered thunderstorms, locally very heavy rain with rainfall from 80-200mm, some places over 350mm; there is a risk of local heavy rain, over 150mm in 6 hours.

On the day and night of November 4, Thanh Hoa - Nghe An area will have moderate rain, heavy rain and scattered thunderstorms, locally very heavy rain with rainfall from 30-70mm, some places over 120mm.

In addition, on the day and night of November 3, the Central Highlands and the South will have scattered showers and thunderstorms, locally heavy rain with rainfall from 15-30mm, some places over 60mm, thunderstorms concentrated in the afternoon and evening.

Warning, on the day and night of November 5, the area from Ha Tinh to Quang Ngai will have heavy rain, locally very heavy rain and thunderstorms with common rainfall of 70-150mm, in some places over 300mm.

Heavy rain in the Central provinces is likely to last for many days and extend down to Binh Dinh; thunderstorms are likely to cause tornadoes, lightning and strong gusts of wind. The risk of natural disasters due to heavy rain, tornadoes and lightning is level 1, and the area from Ha Tinh to Da Nang is level 2.

At sea, at Bach Long Vi and Ly Son stations, there are strong North to Northeast winds of level 5, sometimes level 6, gusting to level 7. The sea area to the west of the North and the middle of the East Sea (including the sea area of ​​Hoang Sa) has scattered showers and thunderstorms.

Forecast, day and night of November 3, the North East Sea area will have strong winds of level 6, gusting to level 7-8; at night strong winds of level 6, sometimes level 7, gusting to level 8-9, rough seas, waves 2-4m high. The Gulf of Tonkin will have winds of level 5, sometimes level 6, gusting to level 7; from night the winds will gradually increase to level 6, gusting to level 7-8, rough seas, waves 1.5-3m high. From Quang Tri to Ninh Thuan, winds of level 5, sometimes level 6, gusting to level 7, rough seas, waves 2-3m high.

The North East Sea area has strong northeast winds of level 6-7, gusting to level 8-9, rough seas, waves 3-5m high. The risk of natural disasters due to strong winds at sea is level 2.

All vessels operating in the above areas are at high risk of being affected by cyclones, strong winds and large waves.
