Bac Binh: Launching the peak period of handing over the land of National Highway 28B

Of which, the section through Binh Thuan province is about 51 km; the section through Lam Dong province is about 17 km. The project investment scale includes: Section km 0 - km 28 is a level III plain road, roadbed width 12 m, road surface width 11 m; section km 28 - km 69 is a level III mountainous road, roadbed width 9 m, road surface width 8 m; asphalt concrete road surface structure.

National Highway 28B through Binh Thuan and Lam Dong is about 69 km long.

Accordingly, after land inventory in the project area, there are: 538 households, individuals and 16 organizations, with a total area of ​​51.3 hectares (including 538 households, individuals/12.5 hectares and 16 organizations, enterprises/38.8 hectares). Up to now, Bac Binh district has carried out the inventory, ownership, adjustment and issuance of land recovery notices related to localities and forest owners in the project and has handed over some land areas managed by the state to construction units for some sections and routes of 24.7 hectares/51.3 hectares, reaching a rate of 48.14%. In addition, it has directed relevant agencies, departments, offices and units of the district to carry out the contents of technical infrastructure relocation, determine specific land prices; and publicly post in localities where households' land is recovered.

During the peak campaign, the District People's Committee will focus on coordinating with consulting units with specialized forestry functions to implement forest valuation procedures on the entire area of ​​recovered forest land, send documents to the Department of Agriculture and Environment, Department of Finance for consideration to carry out forest tree compensation procedures; hand over 14,003 hectares of forest land (after completing procedures for forest purpose conversion, compensation, and recovery...) to Project Management Board 5 for construction. In addition, regularly coordinate with Project Management Board 5 to remove difficulties and obstacles during the construction process. Monitor and urge the Department of Agriculture and Environment to urgently coordinate with consulting units to complete the land price plan and submit it to the District People's Committee for approval of specific land prices before April 15, 2025 to serve compensation work; Organize compensation and support payments and basically hand over the remaining land, including land for households, individuals, and businesses within the clearance area (about 12.6 hectares) to Project Management Board 5 in May 2025.

It is known that the project to renovate and upgrade National Highway 28B through the two provinces of Binh Thuan and Lam Dong, especially Dai Ninh Pass, is currently of great significance for regional connectivity, forming a tourism triangle of "Ho Chi Minh City - Phan Thiet - Da Lat". The total investment of the project is more than 1,400 billion VND, from the budget.
