Bac Binh - Unexpected like the land after reclamation

BTO - Among the many achievements of Binh Thuan that Deputy Prime Minister Nguyen Hoa Binh acknowledged at the 50th anniversary of Binh Thuan's liberation held in Phan Thiet City on the evening of April 19, 2025, the "drought control" campaign with the initiative of connecting irrigation networks was emphasized. Bac Binh is the most prominent district of the above campaign, when it became the place to transfer water sources from the highlands to the plains and is also the place with many unexpected changes after 50 years of liberation.

From nothing to something

These days, when compensation for the implementation of the Project to Improve and Upgrade National Highway 28B through Binh Thuan and Lam Dong provinces is at its peak, clearing the ground for construction, tourism investors are also very interested in Song Luy Lake. The potential for tourism development on this irrigation lake, anyone passing through National Highway 28B can see, but only at this point, when the conditions are sufficient, especially when the province has held several meetings on the content of implementing a multi-purpose irrigation lake and the district emphasizes expanding the development of eco-tourism types in irrigation lakes in the area, Song Luy Lake has become a prominent attraction. Ignoring the strengths of its uniqueness that not every lake has, Song Luy Lake is also located on an important route, with the mission of opening the way to the sea and will be bustling as soon as the renovation and upgrading are completed, so it has decided everything.

It is not by chance that Bac Binh has determined to connect National Highway 28B and the district's tourist attractions. At the same time, it also calls on investors and businesses to build urban, commercial, marine tourism service complexes, and restaurants to serve tourists, aiming to form a high-class coastal eco-tourism and trade service center in Hoa Thang commune. At the same time, it also calls for the development of lake and mountain landscape tourism, typical ecological landscape areas in Hai Ninh, Binh An, Phan Lam, Phan Dien, and Luong Son communes associated with the rich historical, cultural, and revolutionary relics in the district, such as the resistance base of Khu Le Hong Phong; the Cham cultural festival program (Kate, Ramuwan), Po Nit temple, and the Cham Royal Family's open warehouse...

This strong tourism development plan comes from the fact that in the past 2 years, Bac Binh has welcomed about 300 thousand visitors/year, especially international visitors accounting for about 15% coming from the gateway connecting with the Ham Tien - Mui Ne tourist area of Phan Thiet City at Bau Trang scenic spot. With the ambition to bring tourists deeper into the area, perhaps we should add a path from the side of National Highway 28B, leading visitors from the plateau down as well as vice versa, and Song Luy Lake will be a connecting tourist destination, spreading to other regions.

It is worth noting that in the past, this place was just a wild mountainous area, bordering Lam Dong in a "remote mountain" position, where ethnic minorities from Phan Lam and Phan Son communes lived. Later, Dai Ninh hydropower plant was built, the 28B route was initially only used for project construction, later it was renovated every year to become a residential road and is now being renovated and upgraded so that in the near future container trucks can transport goods from the Central Highlands to Vinh Tan International Port (Tuy Phong district), opening up a new and wide development space. Especially in this area, there is also the Phan Ri - Phan Thiet irrigation project, with the Song Luy reservoir, so it can be said that this is the most typical example of the Bac Binh region from nothing to something.

From normal to bright

Looking back at the achievements of Bac Binh 50 years after the liberation, the story of “from nothing to something” has been recorded in many fields, through the investment in many large projects in the district, contributing to the rapid change in appearance. First of all, the traffic routes such as the inter-commune road Luong Son - Hoa Thang (now provincial road 715) , the road from National Highway 1A - Song Mao - Phan Son, DT 716 road, Phan Dien suspension bridge and many other electricity, road, school and station projects have contributed to promoting the socio -economic development of the district in the direction of opening up new development spaces. And currently, route 28B also opens the way, connecting the vast Central Highlands and the sea.

That is the reason why, many years ago, Bac Binh determined to focus on infrastructure investment, considering this as one of the breakthroughs. Being a drought-prone area, the appearance of irrigation infrastructure created the most obvious highlight, because Bac Binh directly receives water from the plateau through Dai Ninh hydropower plant. With a series of large irrigation projects invested in such as Ca Giay lake, Phan Ri - Phan Thiet irrigation canal system, Dong Moi dam, water supply project to Le Hong Phong area, Song Luy lake... a series of projects to bring water to the fields and now, Bac Binh has become a rich and modern agricultural production area. There are specialized fruit growing areas with mango, grape, tangerine, grapefruit, lemon, dragon fruit; medicinal plant growing areas; immense rice fields... with high productivity and quality.

Since the initial change to this agricultural economic thinking, although agricultural product prices have fluctuated, farmers' income has increased compared to before, contributing to Bac Binh's average income per capita reaching 52.116 million VND/person/year in 2024, while in 2023 it was 48.19 million VND. At the same time, also from the agricultural sector, Bac Binh farmers have made efforts to create an OCOP collection with 11 products including Prosperous fermented red dragon fruit, peppermint essential oil, Song Luy bird's nest, Hong Phong longan, tangerine, one-sun-dried beef, tangerine flower nomad honey, Binh An safe rice... The average agricultural production value in the past 5 years of Bac Binh is 5,245 billion VND/year, reaching 123.69% of the plan.

Box : Not only supplying water in Bac Binh area, also from the water source after Dai Ninh hydropower plant flows into Ca Giay lake, the province has built inter-district water transfer canals. That is the 812 - Chau Ta water supply canal transferring water to Song Quao lake of Ham Thuan Bac district and the Ta Mu - Suoi Mang - Cay Ca water supply canal transferring water to Da Bac lake of Tuy Phong district .

Also with water flowing from the plateau, Bac Binh also built Bac Binh hydroelectric lake next to Dai Ninh hydroelectricity, creating a foundation for the electricity production industry with the appearance of 12 solar and wind power plants later, deciding to raise the value of industrial production in Bac Binh to a new level . In 2025, the above production value of the district is estimated to reach 4,845 billion VND, an increase of 1.48 times compared to 2020, the proportion of industrial development increased significantly.

The above journey is also reflected in the results of the sharp increase in budget revenue in the past 5-6 years. For example, in 2018, the Provincial People's Committee assigned the state budget revenue target to Bac Binh of 79,000 million VND, the total revenue generated in the year reached 143,161 million VND, an increase of 50.99% over the same period. Next, in 2019, the district collected 254,768 million VND, reaching 242.64% of the target assigned by the Provincial People's Committee, an increase of 77.96% over the same period. Similarly, in 2022, the district collected 445,065 million VND, reaching 247.26% of the target assigned by the Provincial People's Committee, an increase of 87.25% over the same period in 2021. Thus, in 2023, the revenue increased to 450,000 million VND, reaching 152.54% of the target assigned by the Provincial People's Committee, helping Bac Binh rise to 2nd place among localities, just after Phan Thiet City. In 2024, despite specific land price problems, not much revenue was collected from land use fees, but Bac Binh still reached 410 billion VND, ranking 3rd, after Phan Thiet City and Ham Thuan Bac district.

With a large agricultural land, concentrated with many ethnic minorities, there are still certain difficulties, but the above achievements of Bac Binh after 50 years of liberation are outstanding. That prominence, as many people who understand the land of Bac Binh evaluate, is as surprising as the land after reclamation.
