Bac Ai is a mountainous district, an ethnic minority area, with a natural area of 102,730 hectares, accounting for 30.57% of the province's natural area. The district has 9 communes, 38 villages, a population of 33,608 people/8,026 households with ethnic minorities accounting for 87%; by the end of 2023, the poverty rate was 28.42%. In recent years, implementing poverty reduction policies and programs, local socio-economic infrastructure has continued to be invested in, agricultural production, and restructuring of crops and livestock in the right direction, contributing to poverty reduction and increasing people's income. However, currently, the district has no commune meeting the new rural standards, the criteria achieved in the communes are still low, many criteria such as poor households and income are still low compared to the prescribed criteria (average 11.66 criteria/commune, the highest 14 criteria, the lowest 10 criteria).
Regarding the difficulties in building a commune that meets new rural standards, Mr. Ngo Thanh Lam, Vice Chairman of Bac Ai District People's Committee, said: The whole district has no commune or village that meets new rural standards. Not only has no commune met the criteria for poverty rate and income, but the quality of some criteria is not sustainable and lacks depth. Agriculture is the main production sector but is still backward, with little intensive investment, low productivity, and unstable consumption market. In particular, per capita income is low and increases very slowly, is unsustainable, and depends a lot on weather and market fluctuations. In particular, when implementing the new rural construction program according to the "National Criteria for New Rural Communes for the 2021-2025 period", there are many additional criteria and higher requirements, causing mountainous districts like Bac Ai to encounter many difficulties and obstacles. Accordingly, in this period, to be recognized as meeting new rural standards, communes must meet 19 criteria with 57 targets, an increase of 18 targets compared to the 2016-2020 period. The level of meeting the criteria has also been improved, such as: Criterion No. 10 on income at the end of 2023 must reach over 42 million VND/person and increase each year, by 2025 it is over 48 million VND; Criterion No. 11 on multidimensional poverty and the rate of multidimensional near-poor households in the 2021-2025 period for extremely disadvantaged communes is below 13%. Therefore, some communes have not maintained many of the criteria and targets they have met. According to the review results, in 2023, the average number of criteria met per commune is 11.67, a decrease of 0.78 criteria/commune compared to the end of 2021.

According to Resolution 16-NQ/TU of the Provincial Party Committee, by 2025, Bac Ai district will have 2/9 communes and 23/38 (60%) villages meeting new rural standards. In order to meet the development requirements of reality and to build a truly sustainable new rural area, going into depth, increasingly improving the material and spiritual life of people living in rural areas, Bac Ai district has proposed solutions to resolutely implement the requirements of new rural construction. Continue to improve the leadership capacity and fighting strength of Party committees and authorities at all levels, especially raising the awareness and responsibility of the entire political system and people in the district about the leadership role, organization, orientation and especially the enthusiasm of the commune cadres, Village Development Board; the proactive role and active participation of local communities in the process of building new rural areas; Clearly define the content of work, deadlines, completion progress and responsibilities of relevant agencies and organizations in organizing and implementing the Program to ensure consistency, timeliness, unity, quality and efficiency. Promote propaganda and dissemination of the Party and State's policies and guidelines; disseminate and analyze so that people understand the goals and practical significance of the new rural construction program and actively participate.
Mr. Ngo Thanh Lam, Vice Chairman of Bac Ai District People's Committee, added: Localities must identify goals that are suitable to the actual conditions of each commune and village to motivate communes to rise up, gradually overcome the mentality of dependence, passivity, and waiting for support from the State. Clearly define which criteria, which content, which projects the district and commune will do; which criteria, which work the people will do, which work the state and the people will do together. From there, take advantage of the support and direction of superiors and especially the participation of the people, making the most of the people's strength to build infrastructure to serve production and people's lives. In addition, promote production development, create livelihoods to increase income for people; Focus on prioritizing the development of production according to the value chain, building production linkage models suitable for local conditions such as: noodles, bananas, medicinal herbs, rice, native pigs, local yellow cows... Support the promotion of production of local strengths through supporting loan interest rates, purchasing materials associated with the One Commune One Product (OCOP) program. Continue to deploy and replicate a number of effective models to help people access science and technology, encourage participation in improving science and technology in production, cultivation, animal husbandry...
To effectively build new rural areas, in addition to the investment support resources of the State, it requires the Party committees, authorities and people of localities to make more efforts and determination to overcome difficulties and obstacles; speed up progress, improve the quality and effectiveness of implementing items and criteria. Only then can we ensure the completion of the goal of building new rural areas according to the roadmap set by the province.
