Ba Ria - Vung Tau: Deploying many solutions to improve the quality of public asset inventory

Ba Ria - Vung Tau province has implemented many solutions to overcome errors and ensure accuracy in the inventory of public assets. Agencies, organizations and units carry out this task on schedule, while the provincial Department of Finance provides specific instructions to improve the quality of inventory, ensuring transparent and effective management of public assets.

According to the report from the Department of Finance of Ba Ria - Vung Tau province, through reviewing the declared data of the units, there are currently 12 groups of assets in the province subject to inventory, including fixed assets, road infrastructure, inland waterway infrastructure, maritime infrastructure, clean water supply infrastructure, irrigation infrastructure, market infrastructure, industrial cluster infrastructure, industrial park infrastructure, fishing port infrastructure, cultural and sports infrastructure and urban underground infrastructure. Along with that, there are 7 groups of assets not subject to inventory due to lack of assets, including national railway infrastructure, urban railway infrastructure, aviation infrastructure, economic zone infrastructure, high-tech park infrastructure, concentrated information technology park infrastructure and dike infrastructure.

By March 31, 2025, 100% of agencies, organizations and units in the province had completed submitting asset inventory reports to the Department of Finance on time. Of which, 788 units were assigned to manage and use public assets which are fixed assets at agencies, organizations and units; 4 units were assigned to manage public assets which are inland waterway infrastructure invested and managed by the State; 1 unit managed public assets which are maritime infrastructure invested and managed by the State; 2 units managed public assets which are clean water supply infrastructure; 10 units managed public assets which are irrigation infrastructure; 35 units managed public assets which are market infrastructure; 1 unit managed public assets which are industrial cluster infrastructure; 1 unit managed public assets which are industrial park infrastructure; 4 units manage public assets of fishing port infrastructure; 64 units manage public assets of cultural and sports infrastructure and 1 unit manages public assets of urban underground infrastructure.

Agencies, organizations and units have promptly carried out the inventory and entered data into the General Inventory of Public Assets software according to the schedule prescribed by the Prime Minister, the Ministry of Finance and the Provincial People's Committee. However, during the implementation process, many agencies and units still encountered some errors when entering data into the software.

To correct these errors, on March 28, 2025, the Department of Finance issued Notice No. 34/TB-STC, providing guidance and reviewing common errors in the process of entering reports into the General Inventory of Public Assets software. According to the notice, the Department of Finance will directly go to each district, city, department, and branch to inspect and guide units to correct errors, ensuring the accuracy and logic of the data before reporting to the Provincial People's Committee and the Ministry of Finance.

Faced with the above situation, Vice Chairman of the Provincial People's Committee Le Ngoc Khanh requested departments, branches, sectors and People's Committees of districts and cities to closely coordinate with the Department of Finance in the work of inventorying public assets. The Vice Chairman of the Provincial People's Committee requested that units must review and compare data accurately, ensure that no assets subject to inventory are missed and be responsible to the Provincial People's Committee for the accuracy of the data. The strict implementation of the work of inventorying public assets will contribute to improving the efficiency of management and use of public assets, while helping to strengthen state management in the use of provincial resources.

The policy of inventorying public assets of Ba Ria - Vung Tau province has been implemented systematically, with the determination to ensure accuracy and transparency in public asset management. Reviewing and correcting errors is an important step, helping agencies and units fully perform their responsibilities in managing and using public assets, thereby contributing to improving the efficiency of public investment and sustainable development of the province in the coming time.
