Ba Ria - Vung Tau: Concentrating resources for economic breakthrough from 17 newly passed resolutions

The 27th session of the People's Council of Ba Ria - Vung Tau province, term VII, 2021-2026, has just passed 17 important resolutions related to the fields of land, construction, budget, public investment, culture - society. These are considered decisions of special significance in promoting the socio-economic development of the province in 2025 and the following stages.

Ba Ria - Vung Tau province has just passed 17 important resolutions related to the fields of land, construction, budget, public investment, culture - society.

According to the recently approved resolution, the estimated state budget revenue in the province in 2025 was adjusted to increase from VND 95,706 billion to VND 102,650 billion, an increase of VND 6,944 billion, equivalent to 7.25% compared to the beginning of the year. At the same time, the Provincial People's Council also agreed to adjust the 5-year financial plan, the local budget revenue and expenditure estimates, and the medium-term public investment plan for the 2021-2025 period.

Accordingly, the total adjusted medium-term development investment capital is over VND84,407 billion. In 2025 alone, development investment expenditure is expected to account for 71.6% of total budget expenditure, demonstrating a great determination to reduce regular expenditure and increase resources for development investment.

Secretary of the Provincial Party Committee and Chairman of the People's Council of Ba Ria - Vung Tau province, Pham Viet Thanh, emphasized that completing and exceeding the budget revenue and expenditure targets, as well as promoting the disbursement of public investment capital, is a challenging task. This requires efforts, determination, and close coordination of all levels, sectors, and localities in the direction and management.

In addition, the Provincial People's Council also decided to adjust the target of gross regional domestic product (GRDP) excluding oil and gas from 10% to 10.5% in 2025. This is a move demonstrating the determination to realize high growth targets, in line with the economic situation and the Central Government's orientations.

This adjustment also aims to meet the requirements in Conclusion No. 123 of the Central Executive Committee on the "Project to supplement and develop the socio-economy in 2025 with a growth target of 8% or more", Official Dispatch No. 137 of the Prime Minister on "Promoting economic growth in 2025" and Resolution No. 10 of the Provincial Party Executive Committee on directions and tasks in 2025.

According to Secretary of the Provincial Party Committee Pham Viet Thanh, improving the efficiency of public investment is a particularly important task to ensure socio-economic development, promote growth and attract non-budgetary capital sources. To carry out this task, the Provincial People's Committee and relevant units need to urgently develop specific plans, review, adjust estimates and supplement budget collection tasks for localities.

Solutions to promote the disbursement of public investment capital must also be implemented drastically, ensuring 100% completion of the 2025 capital plan. In addition, completing procedures for approving investment policies for provincial budget projects before April 10 and starting projects in the early third quarter of 2025 in accordance with the direction of the Provincial Party Committee Standing Committee is an urgent task.

The Provincial People's Council also requested that the process of capital allocation, capital assignment, and project implementation must strictly comply with the provisions of the 2024 Law on Public Investment, ensuring efficiency, preventing corruption, waste, and negativity. In particular, the determination of the proportion of the remaining total investment value transferred to the 2026-2030 period must be carried out in accordance with legal regulations.

Within the framework of the resolution, the Provincial People's Council also requested the Provincial People's Committee to focus on implementing the plan to implement Resolution No. 57/2024 of the Politburo on "Breakthrough in science, technology, innovation and national digital transformation." Accordingly, the province will propose policies to exempt and reduce fees and charges to encourage people to use online public services.

Along with that, the work of reviewing and rearranging the organization of the political system according to the direction of the Central and Provincial Party Committees will also be implemented synchronously. Agencies and units need to urgently compile statistics and have plans to manage and strictly use headquarters, land, and public assets to avoid loss and negativity during the handover process.

The adoption of 17 important resolutions this time demonstrates Ba Ria - Vung Tau's determination to carry out socio-economic development tasks in 2025 and the following years. This is a premise for the province to continue to promote its potential and advantages, improve the efficiency of public investment, promote digital transformation and improve the quality of life for the people.

The Provincial People's Council hopes that with the drastic participation of authorities at all levels, the consensus of the people and the business community, the set goals will soon be realized, contributing to the rapid and sustainable development of Ba Ria - Vung Tau.
