Three forces practice peacekeeping together: An unprecedented special event

The head of the Japanese peacekeeping expert team assessed CEPPP as a special, unprecedented event with the coordination of three forces studying and training together: military observers, engineers, and medical personnel.

On the afternoon of September 21st, International Peace Day, the closing ceremony of the capacity assessment program for forces preparing to participate in the United Nations peacekeeping operations of the 4th peacekeeping task force (2021-2023) took place at the National Military Training Center 4 (Hanoi).

This event, co-chaired by Vietnam and Japan, is part of the ASEAN Defence Ministers' Meeting Plus (ADMM+).

Promoting cooperation and enhancing peacekeeping capabilities.

Speaking at the closing ceremony, Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army, highly appreciated the efforts and contributions of all 18 international delegations from ADMM+ member countries to the success of CEPPP 2023 .

He assessed that the peacekeeping forces of the ADMM+ member states had participated actively, responsibly, and effectively, contributing to the success of the four-week cycle of expert peacekeeping groups within the ADMM+ framework.

In particular, the General expressed his gratitude to the Japanese Ministry of Defence for its close and effective cooperation with the Vietnamese Ministry of Defence in its role as co-chair of CEPPP 2023.

At the same time, they expressed confidence that, through the ADMM+ cooperation mechanism in general and specifically the activities of the expert group on peacekeeping, Vietnam and Japan, along with other ADMM+ member countries, will continue to promote cooperation to enhance capacity to participate in peacekeeping operations, effectively contributing to United Nations peacekeeping activities worldwide in the future.

Speaking on behalf of the international forces participating in the exercise, Ms. Matsuzawa Tomoko, Director of International Cooperation for the Indo-Pacific Region, Ministry of Defense of Japan, and head of the Japanese peacekeeping expert group, assessed CEPPP as a special, unprecedented event with the coordination of three forces learning and training together: military observers, engineers, and medical personnel.

She particularly emphasized the contributions of female members participating in CEPPP as instructors, trainees, and support staff, which enhance the value of CEPPP by improving understanding of gender perspectives and promoting women's participation in United Nations peacekeeping missions.

"Let's bring back to our countries the knowledge we've learned here. Let's carry this experience as preparation for future peacekeeping operations, and let's continue to contribute to world peace and security together," said Ms. Matsuzawa Tomoko.

The successful cycle of ADMM+ member countries

Over nine days, 18 international delegations from ADMM+ and CEPPP 2023 member countries participated in a variety of activities, including theoretical training and practical exercises.

During the program, trainees received in-depth theoretical instruction combined with practical skills training for each branch of military observer, engineer, and medical personnel in carrying out missions at United Nations peacekeeping missions.

The most notable aspect of this exercise was the integrated drill involving three components: military observers, engineers, and medical personnel, requiring close coordination and cooperation.

Cycle 4 (2021 - 2023) was a successful cycle for ADMM+ member countries in general and for the ADMM+ expert group on peacekeeping in particular.

This year's end-of-cycle activities yielded significant and practical results, contributing to enhancing the capacity of ADMM+ member states participating in United Nations peacekeeping operations, strengthening friendly relations, cooperation, and understanding among ADMM+ member states, and contributing to a peaceful, stable, and prosperous environment in the region and the world.

The success of this final-cycle operation is a key outcome to report at the ASEAN Expanded Defence Ministers' Meeting in Indonesia in November 2023.
