AFP. French Defense Minister Sebastien Lecornu departs for the Middle East to discuss the situation in Gaza and regional security issues at the request of President Emmanuel Macron.
FRANCE24. The French government will declare a state of disaster in around 250 communities in the north due to widespread flooding, French President Emmanuel Macron announced as he visited the affected areas.

Russia and India have signed a contract for the supply and production of the Igla S man-portable air defense missile system, Alexander Mikheev, general director of the Russian defense export corporation Rosoboronexport, announced at the Dubai Arshow 2023 international aerospace exhibition in Dubai, UAE.
PBS. The two chambers of the Polish Parliament held their first session after the October elections and elected new Speakers of the Chamber of Deputies (Mr. Szymon Holownia) and the Senate (Ms. Malgorzata Kidawa-Blonska).

PUNCH. Saudi Arabian authorities have cancelled the visas of all 264 passengers flown into the country by Nigeria's Air Peace airline and insisted that they return to Nigeria.

MNA. Heavy rains in Ethiopia's Eastern Somali region have displaced about 12,000 households , according to WFP.
AFP. UN Under-Secretary-General for the Coordination of Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths criticized the conflict in Sudan and called on all parties involved to facilitate access to humanitarian aid and address the cholera epidemic.

NZ HERALD. New Zealand's incoming Prime Minister Christopher Luxon will not attend the APEC Leaders' Meeting in San Francisco, amid ongoing negotiations to form a new government.
