Prime Minister Pham Minh Chinh signed Decision No. 812/QD-TTg dated April 24, 2025 on the establishment of the Policy Advisory Council.

The Policy Advisory Council (Council) consists of 10 members, of which 3 are currently Directors of higher education institutions, namely: Director of Hanoi University of Science and Technology Huynh Quyet Thang; Director of National Economics University Pham Hong Chuong; Director of Vietnam Academy of Agriculture Nguyen Thi Lan.

The Policy Advisory Council is an advisory organization with the function of researching, advising and recommending to the Prime Minister in the management, direction and operation of socio-economic development.

The Council's mission is to research and advise the Prime Minister on medium- and long-term socio-economic development strategies, plans, projects and policies; annual socio-economic development plans. Analyze, forecast and evaluate the situation and results of the implementation of socio-economic development plans, strategies, projects and policies for economic development; on that basis, advise and recommend to the Prime Minister measures and solutions to improve implementation efficiency or propose amendments and supplements to mechanisms and policies to achieve the set goals.

At the same time, advise and recommend to the Prime Minister solutions and measures to promptly respond to unusual fluctuations in the domestic and international socio-economic situation. Participate in giving opinions on major socio-economic reports and projects of the Government and the Prime Minister submitted to the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, and the National Assembly Standing Committee under the direction of the Prime Minister...

2- Mr. Le Quang Hung, former Deputy Minister of Construction.

3- Mr. Tran Ngoc Liem, former Deputy Inspector General of the Government.

4- Mr. Nguyen Sy Dung, former Deputy Head of the National Assembly Office.

5- Mr. Tran Dinh Thien, former Director of Vietnam Economic Institute.

6- Mr. Hoang Van Cuong, Vice Chairman of the State Council of Professors.

7- Mr. Huynh Quyet Thang, Director of Hanoi University of Science and Technology.

8- Mr. Pham Hong Chuong, Director of National Economics University.

9- Ms. Nguyen Thi Lan, Director of Vietnam Academy of Agriculture.
