The signing aims to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
The cooperation goal marks an important step in enhancing the combined strength of the three leading universities in Vietnam, promoting the potential and strengths of each institution in talent training, scientific research, technology transfer, innovation and digital transformation. On that basis, build the three universities into centers of excellence in training talented human resources, attracting talents, and scientific research to serve the development of strategic technology and innovation fields in Vietnam and the region with close cooperation with businesses.
Speaking at the signing ceremony, Deputy Minister of Education and Training Hoang Minh Son said: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is of great significance to the Vietnamese higher education system. Universities are not only science and technology organizations but also play a central role in training human resources for science and technology, innovation and digital transformation. At the same time, this is also the place to apply digital technology and artificial intelligence to innovate governance, innovate teaching and learning methods. In particular, universities also participate as training centers, developing digital capacity for people, contributing to promoting the movement "Digital education for the masses."

Recently, the Central Steering Committee on Science, Technology, Innovation and National Digital Transformation has concluded and directed the Ministry of Education and Training to select at least three higher education institutions to build a model for scientific and technological research and development, promoting the connection between the three parties: State - School - Enterprise. At the same time, three leading higher education institutions will be assigned the task of researching and developing artificial intelligence, aiming to solve the problem of administrative innovation in Party agencies, State agencies and apply it in many other fields.
Deputy Minister Hoang Minh Son highly appreciated the three leading universities in Vietnam in the field of science and technology - units with solid foundations, converging the best resources in strategic technologies, especially digital technology and artificial intelligence. Each school has conducted successful research, implemented specific action programs, organized research centers, science and technology parks and strategic research complexes.
The Deputy Minister acknowledged and highly appreciated the efforts and proactiveness of higher education institutions in general and the three key universities in particular in implementing Resolution 57. This is not only an initial pilot model but also an important nucleus for recruiting more higher education institutions, creating a strong cooperative network. The successful implementation of the tasks under Resolution 57 and the Government's Action Program requires close coordination, a spirit of drastic and urgent action, in order to bring about practical and effective results in the coming time.
At the ceremony, representatives of the three universities and businesses emphasized the importance of this cooperation in maximizing resources, developing strategic technology platforms and digital transformation, contributing to the effective implementation of Resolution 57-NQ/TW.

Resolution 57-NQ/TW not only brings great opportunities but also poses significant requirements and challenges for universities, requiring close cooperation between universities and businesses. In that direction, Hanoi National University established the High-Tech and Innovation Park on January 13, 2025 with the goal of becoming a smart and modern science and technology center, creating high-value science and technology products with national brands.

The High-Tech and Innovation Park is not only a complex of research institutes and laboratories, but also a complete innovation ecosystem, including units supporting incubation, startups, technology transfer, investment funds and businesses.
Hanoi National University proposed a number of cooperation mechanisms, including: Sharing and using common facilities, laboratories and building large-scale shared research centers; coordinating the implementation of interdisciplinary and inter-regional research programs and topics, especially in key areas such as artificial intelligence, semiconductors, and biotechnology; building mechanisms for businesses to deeply participate in training, research, technology transfer, as well as investing in start-up and spin-off projects.
The strategic cooperation agreement of the three universities focuses on the following main contents: Cooperation in training high-quality, highly qualified human resources; cooperation in core technology research, development of strategic technology products; cooperation in building a database system and shared resources; organizing conferences, seminars, developing cooperation and attracting international scholars; and communications.
This strategic cooperation agreement is valid for five years from the date of signing. The three universities will establish a joint subcommittee to study, propose and coordinate the implementation of specific cooperation contents annually.
