Police also left open the possibility that more people were trapped and the death toll could still rise.
According to police, the accident occurred at 11:30 p.m. on June 11 (local time) in an area near the town of Greta, about 180km northwest of Sydney.
The bus, carrying about 40 wedding guests, overturned at a roundabout near the Hunter Highway exit in Greta.
Initial investigations suggest the accident may have been caused by fog in the Greta area, which hampered visibility. The bus driver, 58, is being held at Cessnock police station.
