According to AppleInsider , Apple abandoned the hardware-based 3D Touch feature with its force-sensitive touchscreen in 2019. At the time, analysts believed that few users would utilize the feature, but those who did liked it.
New improvements in iOS 17 bring 3D Touch back to the iPhone.

In its place, Apple implemented haptic feedback, where the screen wasn't pressure-sensitive but reacted artificially and never felt real. This was largely because 3D Touch was very quick when a user tapped on an app to open a pop-up menu. Now, with Apple releasing the second developer beta of iOS 17, it seems they've attempted to recreate 3D Touch.
First spotted by Twitter user AppleIntro, the revised Settings app now includes a section actually called “3D & Haptic Touch”. In the initial beta, searching for that name would take users to the old Haptic Touch settings, but it has now been renamed to list both. In this Settings Accessibility section, the old Haptic Touch section is also available but allows users to choose whether haptic feedback responds to quick or slow taps.
Now, along with a section that includes a 3D Touch option with a slider to select the amount of pressure needed to activate the feature, it also slightly changes the touch duration settings, now offering a Default option alongside Fast and Slow. All of this will be confirmed after the official release of iOS 17 in September.
