Imposing 97% anti-dumping tax on some Chinese wind power tower products

ANTD.VN - The Ministry of Industry and Trade has just issued Decision No. 3453/QD-BCT to apply official anti-dumping measures for 5 years on a number of wind power tower products originating from the People's Republic of China (China).

Chinese wind power towers compete unfairly with wind power towers produced in Vietnam

The wind tower product is a part of wind power generators, usually with a cylindrical steel structure. The wind tower is the part connecting the tower base and the wind turbine housing. This product is built on the tower base to support the wind turbine and blades, and has the effect of bearing the force during the operation of the wind power generator.

The value of the wind tower section typically accounts for about 5% to 7% of the total value of a complete wind generator.

According to the conclusion of the investigation agency (Department of Trade Defense, Ministry of Industry and Trade), the domestic wind tower manufacturing company is a member of one of the leading wind tower manufacturing corporations in the world with a total market share of up to 15% of the total wind power capacity produced in the world.

The company in Vietnam is considered to have the best production capacity and quality in the group's global system. The company's products manufactured in Vietnam have been exported in large quantities to many markets such as the United States, Canada, England, Germany, the Netherlands, Sweden, Australia, Japan, and Korea.

Although the domestic manufacturing industry has sufficient capacity to compete in the international market, based on the evidence and data collected, the investigation agency determined that wind power tower products imported from a number of Chinese enterprises have been dumped and caused significant damage to the domestic manufacturing industry in the Vietnamese market, as shown in factors such as output, market share, sales volume, revenue, sales profit, and labor of the domestic manufacturing industry all declining to the lowest level during the investigation period.

Therefore, in order to restore a fair competitive environment between domestically produced goods and imported goods, the Ministry of Industry and Trade decided to apply anti-dumping measures on wind power tower products originating from China. Specifically, organizations and individuals producing and exporting goods originating from China will be subject to a 97% tax.

The decision of the Ministry of Industry and Trade also determined that a Chinese enterprise will not be subject to anti-dumping measures because there was no dumping behavior during the investigation period.

Imported wind tower products originating from other countries and territories are not subject to Decision 3453/QD-BCT.

In the coming time, the Trade Defense Department will continue to monitor and review the anti-dumping tax rate on wind power tower products originating from China when there are requests from relevant parties according to legal regulations to ensure that anti-dumping measures are applied to the right subjects, at the right level and within a reasonable period of time.
