NDO – Of the 3 component projects, Component Project 2, Khanh Hoa-Buon Ma Thuot Expressway from Km 32+000-Km 69+500 with a length of about 37.5km in the territory of Khanh Hoa and Dak Lak provinces, managed by the Ministry of Transport, has the most complex terrain with many high hills and deep ravines, causing construction work to face many difficulties.
The project is divided into 3 component projects. Component project 1 from Km 0+000-Km 32+000 with a length of about 32km in Khanh Hoa province, with a total investment of 5,632 billion VND, with the People's Committee of Khanh Hoa province as the managing agency. Component project 2 from Km 32+000-Km 69+500 with a length of about 37.5km in Khanh Hoa and Dak Lak provinces, with a total investment of 9,818 billion VND, with the Ministry of Transport as the managing agency. Component project 3 from Km 69+500-Km 117+866 with a length of about 48.5km, with a total investment of 6,485 billion VND, with the People's Committee of Dak Lak province as the managing agency.
The Khanh Hoa-Buon Ma Thuot Expressway Construction Investment Project Phase 1 started on June 18, 2023. In the completion phase, the project is invested in the scale of an expressway, with a design speed of 80-100km/h; Phase 1 is invested in the scale of 4 limited lanes, with a roadbed width of 17m. The project has a total investment of VND 21,935 billion, with the required progress of basically completing some sections with high traffic volume by 2026 and putting them into synchronous operation in 2027.

The XL01 package alone, implemented by a consortium of contractors led by Deo Ca Group, has a total length of 11km, but includes a tunnel of 1.7km and 10 bridges of 3.6km. However, with the attention and efforts of local authorities, authorities and functional agencies; of Project Management Board 6, the Ministry of Transport and the consortium of contractors, according to the report of the Package Management Board, up to now, the contractor has handed over 10.7/11km, reaching 97%.
Currently, the contractor consortium led by Deo Ca Group has mobilized 250 personnel, 160 motorbikes and equipment, and deployed 12 construction teams including 2 teams for the Phoenix Tunnel, 5 teams for the road construction, and 5 teams for the bridge and road construction. The output is 80.5/3,083 billion VND, reaching 2.6%. To serve the construction, the construction unit must use rock drilled from the Phoenix Tunnel to spread along the road leading to the Project Management Board area and the tunneling area to make travel more convenient.
According to the plan, by December 31, 2024, the output will reach 19%, and the package is expected to be completed in June 2027. Therefore, the representative of the Package Management Board recommends that the investor and related units continue to coordinate to handle problems related to site clearance, waste disposal, material sources and power sources so that the contractor can take advantage of the sunny weather to organize construction smoothly before the rainy season comes.
Mr. Ngo Huu Khoa, Director of the XL01 Package Management Board of the Khanh Hoa-Buon Ma Thuot Expressway Construction Project, said that problems with power sources directly affected the progress of the package. To ensure progress, contractors proactively spent their own money to invest in the 22kV power line system and transformer stations to serve the construction. However, after many months of completion, the transformer stations have not been energized yet. Many machines, equipment, and material production clusters must use generators for construction, causing huge additional costs for contractors.
According to calculations, the total load demand of contractors in Component 2 Project is about 20.6Mw. However, when Dak Lak Power Company checked, the remaining load of the power supply line for the project was only about 6.4Mw... Therefore, local authorities and functional branches need to pay attention to removing difficulties and obstacles to help contractors speed up the project's construction progress.
