Passionate about work

Born in the poor coastal sandy area of ​​Binh Hai commune, Thang Binh district, Mr. Dinh Ngoc Minh has experienced and understood the difficulties and hardships of poverty. Therefore, when working with the Vietnam Bank for Social Policies (VBSP), he believes that he must always improve the quality of preferential credit capital to create opportunities and trust for the poor and policy beneficiaries in their journey to escape poverty.

In 17 years of working, Mr. Minh has been attached to the two mountainous districts of Bac Tra My and Nam Tra My for 13 years - where the poverty rate is high and people's lives are still facing many difficulties. As an employee and then deputy director in charge of credit, his work is always associated with trips to the grassroots to appraise and disburse...

Many remote villages have to climb mountains and wade through streams for more than half a day to reach the transaction point, but he and his colleagues always overcome all difficulties, working with all their heart and enthusiasm to personally bring preferential credit to poor households and policy beneficiaries in ethnic minority areas.

In early June 2022, when he was transferred to work as Deputy Director of the Transaction Office of the Social Policy Bank of Phu Ninh District, with the experience and skills acquired during his work, Mr. Minh was assigned to directly advise the director and manage the timely disbursement of assigned capital sources.

With the efforts of the individual and the collective, the total lending and debt collection turnover of the unit always meets and exceeds the plan. In 2024 alone, the total lending turnover reached more than 166.2 billion VND, with 3,274 poor and near-poor households and other policy beneficiaries receiving loans. The total debt collection turnover reached more than 128.4 billion VND, accounting for 77.2% of the total lending turnover, creating a significant source for revolving loans.

The total outstanding balance of 12 policy credit programs being implemented reached more than 381.5 billion VND, an increase of more than 37.8 billion VND (growth rate of 11%) compared to 2023, completing 100% of the assigned credit growth plan. The quality of policy credit activities in 2024 reached nearly 99 points, ranked good in the entire system of the Social Policy Bank of Quang Nam province.

Many good and creative ways

In order to increase the rate of members depositing savings through monthly savings and loan groups at the Transaction Office of the Social Policy Bank of Phu Ninh district, Mr. Minh advised on the effective implementation of member deposit activities when there were new policies of the industry and included them in the report content at the meetings of the Representative Board and the Board of Directors of the Social Policy Bank of the district to seek guidance.

He set up a zalo group for credit organizations and zalo groups by commune to exchange information, monitor the operation situation, and promptly update the deposit results of each group. Assign leaders to attend monthly meetings at the commune meeting; coordinate with all levels of unions to promptly commend and remind staff, associated with monthly evaluation and classification.

With this method, the average rate of group members participating in monthly savings deposits reaches 98% of participating households. Borrowers repaying debts in installments from group savings deposits is guaranteed, reducing pressure when repaying debts at the final due date. The rate of principal collection at due date reaches 99.16%, reducing overdue debt transfer.

This result has directly contributed to improving the quality of policy credit activities, the unit's monthly task completion assessment score reached more than 450 points, 12/12 months ranked A in 2024.

Implementing the policy of the General Director of the Bank for Social Policies on deploying the application "Policy credit management" on smartphones to improve the efficiency of managing social credit activities in a synchronous and unified manner from the central to local levels, Mr. Minh and the unit's credit officers have researched and deployed it quickly and effectively.

Up to now, 100% of users have installed and used the "Policy Credit Management" software application on mobile phones, especially 162/162 savings & loan groups (100%) have used this software to collect debts, interest, and principal, bringing practical results, contributing to shortening transaction time at commune transaction points during fixed transaction sessions and minimizing errors.

For many years, Mr. Dinh Ngoc Minh has been recognized as a grassroots Emulation Fighter; in 2021, he was awarded a Certificate of Merit by the Governor of the State Bank. In particular, he was recognized by the Trade Union of the Social Policy Bank Branch of Quang Nam Province as a typical example in the emulation movement for the period 2020 - 2025.
