Economic security contributes to building

Growing stronger with the nation.

The commemorative speech stated that the Economic Security force was established during a decisive phase of the resistance war against France, when our country's economy was growing stronger in line with the policy of "simultaneously resisting and building the nation." During the two resistance wars against French colonialism and American imperialism, the Economic Security force successfully carried out the task of protecting the economy, while simultaneously protecting politics , maintaining public order, ensuring a strong "rear," developing production, creating conditions for building a new society, and providing manpower and resources for the front lines.

After the reunification of the country, the economic front continued to be plagued by silent, extremely complex, and fierce struggles, including the remaining infiltrators of espionage and reactionary forces, the conspiracies and subversive activities of hostile forces, post-war difficulties, and the embargo. The Economic Security forces actively participated in protecting economic facilities, especially key economic sectors; they uncovered and investigated many important cases such as the espionage case at Phong Phu Textile Factory and the explosion at Hoang Thach Cement Plant. Particularly, they ensured the safety of important economic facilities such as power plants, oil and gas plants, factories, seaports, and airports. In 1986, as the country embarked on the Doi Moi (Renovation) process, the Economic Security forces changed their thinking and methods to ensure the safety and development of the economy in general, including new and unprecedented economic models.

Entering the 21st century, the Economic Security force has developed strongly, continuously growing in all aspects and achieving many outstanding victories. The Economic Security force has focused on detecting, combating, and thwarting numerous conspiracies and activities aimed at undermining the economy, using economic means to undermine politics, and transforming the internal workings of foreign special agencies; effectively combating new types of crime, corruption, smuggling, and commercial fraud; establishing and successfully investigating many major cases such as the embezzlement of state assets by La Thi Kim Oanh; the case of "running" export quotas for textiles and garments; the violations at the Vietnam Shipbuilding Industry Corporation - Vinashin; the case of Giang Kim Dat and his accomplices; and the case against the large-scale oil smuggling ring at sea led by Nguyen Truong Son and his accomplices...

Recognizing and appreciating the efforts of generations of officers and personnel in the Economic Security force, the State has awarded the title of Hero of the People's Armed Forces to many units within the Economic Security force; numerous collectives and individuals have been awarded the Military Merit Order, the Combat Merit Order, the Labor Order... along with many Certificates of Merit from the Prime Minister, the Ministry of Public Security , and other ministries and agencies. On the occasion of the 70th anniversary of the force's founding, the Economic Security Department was awarded the First Class Order of National Defense.

The Economic Security Force deeply understands that every achievement, victory, and step forward in its development stems from the direct, comprehensive, and absolute leadership of the Party and State leaders, the Central Public Security Party Committee, and the Ministry of Public Security; the support and smooth coordination of the Public Security forces at all levels and localities; of ministries, departments, organizations, agencies, and businesses; and the support and assistance of the people for the Economic Security Force.

Contributing to building an independent, self-reliant, and integrated economy.

Speaking at the commemoration ceremony, Prime Minister Pham Minh Chinh emphasized that national security is a particularly important, crucial, and vital issue in the cause of building and defending the Fatherland. Ensuring national security in general and economic security in particular is a key and ongoing task of the entire Party, the entire people, and the entire political system.

Over 70 years of building, fighting, and maturing, under the direct leadership and guidance of the Central Party Committee of Public Security and the leadership of the Ministry of Public Security through various periods, the Economic Security force has united, worked together, shown resourcefulness and courage, overcome all difficulties and hardships to excellently fulfill all tasks entrusted by the Party, the State, the Ministry of Public Security, and the people; always receiving the trust of the Party, the State, the Government, and the leadership of the Ministry of Public Security in the struggle to protect national security and ensure economic security.

The Economic Security Force has inherited and promoted the fine traditions of the Heroic People's Armed Forces; quickly adapted to the new situation, effectively utilizing the new organizational model; and made numerous strategic proposals and recommendations to the Party and State leaders... The Economic Security Force has proactively and effectively carried out professional work in preventing, detecting, and combating crime, violations of the law, corruption, and negative phenomena in various economic sectors and areas; detected, repelled, and prevented economic threats; protected economic policies and guidelines, and safeguarded cadres; contributed to building an independent and self-reliant economy, coupled with proactive and effective deep integration; and maintained the socialist orientation.

Significant progress has been made in lawmaking, institutional and policy development, and activities aimed at enhancing economic security capabilities. This has contributed positively to the reform process, international economic integration, and effectively served the cause of building and protecting the socialist Vietnamese Fatherland.

The Economic Security forces have also promptly detected and effectively proposed solutions to complexities arising during the process of international economic integration, maintaining independence and self-reliance in economic development; contributing to ensuring national security and interests in negotiating and signing new-generation free trade agreements, attracting foreign investment; ensuring security in scientific cooperation on the sea; and effectively detecting and combating all conspiracies and activities using the economy to interfere with and transform politics, as well as activities aimed at undermining the development of the socialist-oriented market economy.

The achievements in ensuring economic security have made a significant contribution to protecting the independence, self-reliance, and stability of the national economy, political and social stability; maintaining a peaceful and stable environment for national development, creating a new and increasingly solid position and strength in the process of promoting international integration; and serving the success of the cause of reform, national construction, and defense.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh highly appreciated, commended, and warmly congratulated the Economic Security forces on their outstanding achievements and victories in the past period.

Challenges lie ahead.

According to the Prime Minister, in the coming period, the global situation will present both opportunities, advantages, difficulties, and challenges, but the difficulties and challenges will be more numerous, unpredictable, and difficult to forecast. Non-traditional security issues will continue to evolve in a very complex manner. Domestically, although we have achieved tremendous results, as affirmed in the Resolution of the 13th National Congress of the Party, "our country has never had such a foundation, potential, position, and international prestige as it does today," the country still faces many difficulties and challenges, especially because Vietnam is a developing country with a transitional economy, a high degree of openness, and limited resilience and competitiveness. To effectively implement the Resolution of the 13th National Congress of the Party on the task of building an independent and self-reliant economy and enhancing the effectiveness of international economic integration, the task of the economic security forces is extremely arduous.

In light of the task of ensuring economic security in the coming period, the Prime Minister requested that the Economic Security forces steadfastly adhere to the principle of the Communist Party of Vietnam's direct, absolute, and comprehensive leadership over the People's Public Security, including the Economic Security forces; strictly implement the Party's guidelines and policies on security and order; and proactively perform their advisory function to the Party and State on ensuring economic security and improving institutions, mechanisms, policies, and laws.

Furthermore, the Economic Security forces must proactively grasp the situation, research, assess, and promptly forecast from an early stage and from afar the risks of threats to national security and interests, and the signs of instability in the global and regional economic situation that directly and negatively impact our economy, in order to provide timely strategic advice to the Party and State in formulating guidelines and policies. The Economic Security forces need to effectively perform their functions and tasks in managing security and order in the economic sector; assess security and order factors in socio-economic development projects; enhance their capacity in building and enforcing laws in economic management; and actively contribute to building a socialist-oriented market economy that is independent, self-reliant, and actively and effectively integrated into the international community.

The Prime Minister stated that the Economic Security forces must always maintain vigilance, proactively attack, and actively prevent; be sensitive and ready to respond to all situations; detect and thwart all conspiracies and activities aimed at undermining the economy, using the economy to transform politics by hostile forces, economic crimes, and violations of the law; continue to strengthen the relationship of solidarity, close cooperation, and effective joint operations with ministries and agencies at the central and local levels; coordinate closely with other forces within the People's Public Security; focus on building and developing the movement of "All People Protecting National Security," doing a good job of mass mobilization, and mobilizing the combined strength of the entire political system and all strata of the people in the cause of ensuring economic security, protecting national security, and building and developing the country…

The Prime Minister hopes and believes that, with its heroic revolutionary tradition of 70 years of building, fighting, and maturing, and the ever-shining spirit of "For the nation, sacrificing oneself; for the people, serving," under the glorious banner of the Party, the Economic Security force will continue to strive tirelessly, excellently fulfilling all assigned tasks, ensuring economic security, protecting national security, and effectively serving the task of rapid and sustainable economic development.

"Together, we must build an economic security force that is politically astute, economically sensitive, profoundly knowledgeable in science and technology, and professionally competent; that is firmly grasped by the law, possesses high humanistic values; that honor is the most sacred thing; that places the interests of the nation and people above all else; and that is intimately connected to the people, serving the people," the Prime Minister expressed his wish.

The Head of Government requested the Party Committee of the Central Public Security Ministry and the leadership of the Ministry of Public Security to continue effectively leading and directing the comprehensive strengthening of the People's Public Security force in general and the Economic Security force in particular, in terms of personnel, organization, and material resources; to prioritize Party building, political ideology, and thereby build a truly clean, strong, regular, elite, and modern Economic Security force, meeting all assigned requirements and tasks; to pay attention to ensuring the system and promptly rewarding officers and soldiers with outstanding achievements in their work; and to build the image of a police officer who is exemplary, dedicated, and always ready to serve the people.

At the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh presented the First Class Order of National Defense to the Economic Security Department and affixed the Order to the traditional flag of the Economic Security force; he also presented other prestigious awards from the Party and State to collectives and individuals of the Economic Security force.
