(GLO)- Recently, the Supervisory Delegation led by Mr. Truong Van Dat - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Gia Lai Provincial People's Council, had a working session at the People's Committee of An Khe town on the management and use of local budget capital entrusted through the Social Policy Bank to lend to the poor and policy beneficiaries in the period 2016-2022.

According to the report of the People's Committee of An Khe town, the allocation and management of the use of local budget capital entrusted through the Social Policy Bank in the period of 2016-2022 were carried out in accordance with regulations, effectively, contributing to the implementation of the goal of sustainable poverty reduction, ensuring social security, building new rural areas and civilized urban areas.

By the end of 2022, the total local budget capital entrusted through the Transaction Office of the Town Social Policy Bank reached 38,019 billion VND, accounting for 16.7% of the total capital.

Specifically: In 2016, local capital transferred to the Town Social Policy Bank to provide loans to poor households and other policy beneficiaries was 1.8 billion VND (provincial budget 1.3 billion VND, town budget 500 million VND). Together with revolving debt collection capital, disbursed to 123 subjects including near-poor households, newly escaped poverty households, unemployed workers, and those without stable jobs with an amount of 2.393 billion VND to implement livestock, crop, production and household business plans in the area. The total outstanding debt in 2016 was 4.772 billion VND with 245 borrowing households.

Since receiving the entrusted capital, the Transaction Office of the Town Social Policy Bank has provided loans to 1,933 households, the total disbursed amount including revolving debt collection capital is 63.888 billion VND to implement 1,933 loan plans. In which, mainly focusing on the fields of afforestation and care of timber trees, sugarcane, cassava and citrus fruit trees with 443 workers borrowing 16.391 billion VND; service and trading households with 573 households borrowing 22.92 billion VND; breeding cows, cage fish farming with 917 households borrowing 24.577 billion VND...

Along with that, the loan capital under the job creation program is disbursed to the right beneficiaries, borrowers use it for the right purpose of investing in livestock, cultivation, production development, business and promoting efficiency, creating jobs, increasing income, improving life.

At the monitoring session, delegates gave their opinions on a number of issues such as: An Khe Town needs to clarify the shortcomings at the grassroots level regarding difficulties and obstacles; implement the goal of sustainable poverty reduction; data needs to be specific for each program of each commune and ward; local budget sources need to prioritize the poor, and increase the number of ethnic minority households that have access to capital...

Working with the monitoring delegation, the People's Committee of An Khe town proposed and recommended: every year, the Provincial People's Committee should supplement the local budget capital entrusted to the Social Policy Bank to provide loans for the job support program, maintain and expand jobs for people, especially prioritizing urban areas, helping people access preferential capital from the State.

For provincial associations and unions, advise and propose to higher-level associations and unions to transfer capital entrusted for job creation to promptly disburse to union members... to reduce pressure on loan demand for job creation in the town.

Speaking at the working session, Mr. Truong Van Dat - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation highly appreciated An Khe town for closely following the regulations of the superiors, ensuring the effective implementation of capital entrustment through the Social Policy Bank; the management, supervision and inspection through mass organizations are relatively responsible. Some creative lending models have brought practical results. At the same time, the Permanent Vice Chairman of the Provincial People's Council suggested that An Khe town should focus on capital entrustment for lending to create jobs; especially paying attention to timely disbursement for policy beneficiaries and some other beneficiaries in the 3 national target programs.

Previously, the delegation supervised the actual use of loan capital of some households in Cuu An commune.
