Nearly three and a half years after the Taliban returned to power in Afghanistan, India is preparing public opinion and favorable premises to move towards normalizing relations with Afghanistan.
Mr. Vikram Misri, a leader of the Indian Ministry of External Affairs, recently met with Afghan Foreign Minister Amir Khan Muttaqi in Dubai (UAE). Mr. Misri is now the highest-ranking Indian official to have direct contact with the Taliban regime in Afghanistan.
To date, the Taliban has only had high-level meetings with a handful of countries in the world. China has taken the lead in quickly establishing direct high-level contacts and dialogue with Taliban representatives, while also vigorously promoting cooperation with the regime. Compared to both China and Russia, India has been much slower in reaching out to the Taliban.
It seems that India has realized that it cannot delay any longer in moving closer to the Taliban regime. The practical and strategic interests of India in conquering the Taliban are to ensure security against the threat of attacks by radical Islamists in the region, at the same time prevent Afghanistan from being blockaded by China and exploit the Taliban to confront Pakistan.
The trump cards that India uses in this game are humanitarian assistance and implementing development cooperation projects in Afghanistan. India’s most important partner and ally in conquering the Taliban is Iran. For the Taliban, this Indian handout is like a wish come true and brings many benefits. This shift in the relationship between India and Afghanistan will fundamentally change the political, security and international relations situation in this region.
