According to ACV, Long Thanh Airport Phase 1 consists of 4 component projects, of which component project 3 is the project with the largest investment capital and many important packages. During the implementation of component project 3, ACV has saved nearly 4,000 billion VND.

ACV said that this amount includes savings from contingency costs and especially savings in bidding. Meanwhile, the investment cost for the second runway of Long Thanh airport is about 3,300 billion VND.

"These figures were achieved thanks to tireless efforts in the project management process when, together with ACV, we had to ensure quality, progress, and safety during construction, but at the same time, we were always closely and cautiously managing construction investment costs, ensuring that disbursements from state-owned enterprises were always carried out in accordance with regulations, reasonably, and without waste," said an ACV representative.

According to ACV's calculations, the construction of a second runway does not increase the investment cost of component project 3 but helps increase the capacity and operational efficiency of the airport, contributing to improving the investment efficiency of the project.

Explaining the construction of a second runway, according to ACV, Tan Son Nhat International Airport is planned to serve about 50 million passengers/year. In 2023, Tan Son Nhat's operating output reached over 41 million passengers. It is expected that by 2030, the total air transport demand of Ho Chi Minh City and neighboring provinces will be about 71 million passengers/year.

Therefore, if the first runway of Long Thanh airport has a problem, flights will have to be transferred to Tan Son Nhat. At that time, Tan Son Nhat will be overloaded, planes will have to wait in the air, causing additional costs and affecting the environment.

The immediate construction of the second runway will meet the needs of Long Thanh Phase 1 when the first runway has an accident, without having to switch to Tan Son Nhat. At the same time, it will provide good support for Tan Son Nhat in case of an accident.

"In case, after phase 1 is put into operation, investing in the construction of a second runway will disrupt port operations due to the need to connect infrastructure and technical control systems to the first runway. In addition, the construction of a second runway will affect port operations due to dust generated during construction," ACV informed.
