Per capita income increased 1.6 times
Coming to Quang Nham commune (A Luoi district), almost everyone knows the family of Mr. Nguyen Hai Teo, because this is one of the typical households that escaped poverty in the commune. "The family's efforts to rise up together with timely and practical support from all levels and sectors have helped my family go from a poor household to a well-off one," Mr. Teo shared when taking us to visit his family's production model.
After completing his military service, Mr. Teo returned to his hometown to start a family. For many years after that, despite working hard, his family was still plagued by poverty because they could not find an effective way to develop the economy. Not accepting poverty, with the encouragement and guidance from the local government, in 2018, Mr. Teo boldly borrowed preferential capital to develop a dwarf banana growing model according to VietGAP standards.

Mr. Teo focused on renovating the garden and invested in planting 2,000 dwarf banana trees. Thanks to the application of science and technology in production, his family's banana garden has grown well and produced high yields. Every year, his family earns more than 100 million VND from the banana growing model.
With effective economic development, Mr. Teo's family was selected by the People's Committee of A Luoi district to participate in the pilot model when the district cooperated with Que Lam Group to develop organic agriculture. With Que Lam Group investing in breeds, animal feed and guaranteeing products at stable prices, his family's organic pig farming model has brought sustainable economic efficiency. In addition, his family also cooperated with enterprises to develop Bo Chinh ginseng cultivation. Currently, his family earns from 130-160 million VND per year from farming and livestock models.
Mr. Teo is just one of thousands of households in A Luoi district that have escaped poverty thanks to their own efforts and support from all levels and sectors. According to the report of the Steering Committee for Sustainable Poverty Reduction in A Luoi district, from 2021 to 2023, the scale of poor and multidimensional near-poor households in A Luoi district will decrease from 9,207 households to 5,720 households, a decrease of 3,487 households (a decrease of 37.87%) and by the end of 2024, it will decrease to 3,681 households (2,057 poor households and 1,624 near-poor households).

Regarding per capita income, by the end of 2020, A Luoi district reached 25 million VND/person/year, by the end of 2023 it reached 35.22 million VND/person/year (an increase of 1.41 times). It is expected that by the end of 2024, A Luoi district will reach an income of 40 million VND/person/year (an increase of 1.6 times) and by the end of 2025 it will reach over 45 million VND/person/year (an increase of 1.8 times). On July 22, 2024, the Prime Minister issued Decision No. 702/QD-TTg on recognizing A Luoi district as escaping poverty in 2024. This Decision was announced by the People's Committee of Thua Thien Hue province on September 6.
Substantial and sustainable poverty reduction
Speaking to reporters, Mr. Nguyen Manh Hung - Chairman of the People's Committee of A Luoi district said: Since being approved by the Government to be included in the list of poor districts for the period 2021-2025, A Luoi district has received attention, direction, and resources from the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and departments, branches and sectors to invest and effectively implement in socio-economic fields. In particular, job creation, social security, housing support and livelihood models to help people increase their income and escape poverty have received special attention.
Sustainable poverty reduction in A Luoi district has always been a top concern of the District Party Committee and People's Committee and is considered a key, regular, long-term political task, well implemented to achieve the goal of "leaving no one behind".
The highland people's farming methods and unique weather conditions have created the brand of A Luoi yellow beef.
To achieve positive results, bringing the district out of poverty 1 year ahead of schedule as achieved, A Luoi has focused on implementing the following measures: Mobilizing the participation of the entire political system from the province to the grassroots; issuing detailed poverty reduction plans for each commune, reducing poverty by household address; identifying sustainable poverty reduction, focusing on job creation, housing support and livelihoods for people.
"The viewpoint of implementing the poverty reduction program in A Luoi district is to closely follow the current situation, especially the criteria and standards on sustainable poverty reduction to implement it synchronously and drastically; clearly identify the causes of poverty and have a poverty reduction plan according to the specific address for each poor household. Because of that, the poverty reduction results in the district are substantial and sustainable," said Mr. Nguyen Manh Hung.
The Chairman of the People's Committee of A Luoi district added that after being recognized as escaping poverty in 2024, A Luoi district is and will continue to resolutely direct solutions for poverty reduction and sustainable social security. The district continues to focus on mobilizing resources to invest in essential infrastructure, speeding up the implementation of investment in infrastructure projects under the capital of 3 approved national target programs.
Thua Thien Hue Provincial People's Committee held a ceremony to announce the Prime Minister's decision to recognize A Luoi district as escaping poverty in 2024.
A Luoi also promotes support for production development, economic development, job creation, livelihoods, and income improvement for people. In particular, it will focus on effectively implementing the Project on restructuring agriculture and rural areas, developing sustainable agricultural and forestry economy towards focusing on endemic products associated with forest protection and increasing income for people; supporting production development according to the value chain, including maintaining the branded project "A Luoi cow", developing medicinal plant planting projects, goat and wild boar raising projects...; promoting business start-ups, startups and attracting investment in ethnic minority and mountainous areas.
In addition, A Luoi will strengthen vocational education, promote labor and employment; effectively implement poverty reduction policies and ensure social security; continue to implement housing support programs for poor households according to state support policies; improve capacity and enhance responsibility for leaders and officials working on poverty reduction at all levels, especially at the commune level; promote the will of self-reliance, self-improvement and improvement of poor and near-poor households to escape poverty sustainably...
Speaking at the ceremony to announce the Prime Minister's decision to recognize A Luoi district as escaping poverty in 2024, which took place on September 6, Chairman of the Thua Thien Hue Provincial People's Committee Nguyen Van Phuong said: A Luoi being recognized as escaping poverty is a proud milestone in the district's development journey and also a common joy for the whole province. This is not only the result of the continuous efforts of the government and people of A Luoi district, but also the recognition of the Party and State for the efforts of the whole province.
According to Mr. Nguyen Van Phuong, besides the achieved results, A Luoi still has difficulties and challenges in socio-economic development, increasing income, creating jobs for people, reducing the rate of poor households, households in need of poverty, sustainable poverty reduction, and improving the quality of life for ethnic minorities.
The Chairman of the People's Committee of Thua Thien Hue province requested the Party Committee, government and people of A Luoi district to maintain and promote the achieved results, bring A Luoi to increasingly sustainable development, contributing to building Thua Thien Hue into a centrally-run city in the spirit of Resolution No. 54-NQ/TW of the Politburo.
