By the end of March 2025, the provincial health insurance coverage rate for students was 99.77%, 0.24% higher than the same period in 2024. This is a continuation of the continuous increase of previous years in this field of the provincial Social Insurance.

Ms. Truong Thi Tuyet - Head of the Communications Department, Provincial Social Insurance said: “To achieve such results, it is thanks to the increasingly widespread and diverse propaganda work, contributing to raising people's awareness. In addition to the close participation of Social Insurance, all levels and sectors also raised their sense of responsibility in coordination work, not only in terms of directives and instructions, but also in the sectors and localities actively acted and joined hands in completing the goal, especially the drastic participation of the Education and Training sector. Although the coverage rate of 100% has not been achieved as planned, the road to the destination is not far away. And the results up to now are the motivation for the whole sector to further promote propaganda, soon achieving the set goal".
According to the provincial Social Insurance, by the end of March 2025, the whole province had 3 units achieving 100% health insurance coverage for students (Hong Linh Town, Duc Tho, Nghi Xuan); 4 localities achieved 99.9% (Ha Tinh City, Huong Son, Can Loc, Thach Ha). The reason for these results is that these localities have organized good propaganda work.
The reason for such results is that, in addition to the promoted propaganda work, there has been a strong participation of all levels and sectors in the implementation. Schools have identified health insurance for students as the school's task, so from the beginning of the school year, the course has coordinated with the Social Insurance agency to review and establish a list of participating students, assigning specific tasks to officials and homeroom teachers with the goal of 100% of students having health insurance cards when coming to school. For really difficult cases, schools coordinate with the Social Insurance agency, local authorities and organizations to find support solutions.
Right from the beginning of the school year, the Social Insurance of the districts has also proactively coordinated with theeducation sector, going to schools to organize direct communication to propagate and mobilize parents and students. The schools also raised the sense of responsibility, assigning specific tasks to officials and homeroom teachers to complete.
Mr. Nguyen Huu Bang - Director of Duc Tho District Social Insurance shared: "During the operation, there are always cases of students with difficult circumstances (but not eligible for support) who have not participated in health insurance. In order to ensure that no student loses their rights, we have directly mobilized socialization, guided localities and schools to mobilize socialization, and promptly supported disadvantaged students to have health insurance cards right from the beginning of the school year".

Duc Tho is not only a locality that has achieved 100% completion for many consecutive years, but is also always one of the first units to reach the finish line. To achieve such results, in addition to the support of local Party committees and authorities, there is also the strong, decisive, and flexible participation of schools.
Mr. Tran Ngoc Cuong - Principal of Duc Tho Town Primary School said: “We are always deeply aware that collecting health insurance for students is the responsibility of the school. And when we have determined the responsibility, we always have appropriate solutions. In addition to the basic advantages, the school also encounters difficulties when there are some students with difficult family economic circumstances. For these circumstances, right from the beginning of the school year, we have assigned staff and teachers to review and mobilize teachers, parents in the school, and businesses in the area to support. This school year, we only have to mobilize 2 cards from the outside, the rest are internally supported by teachers and parents of the school.”
By the end of March 2025, the whole province still had 697 students who had not participated in health insurance. Of which, the vocational school sector accounted for the largest number with 180 students, in the district and town sector, the largest number was Huong Khe district with 197 students, followed by Cam Xuyen district with 105 students, and Ky Anh town with 69 students. The provincial Social Insurance is implementing many coordination activities to urge propaganda work, especially in units and sectors with lower rates, to soon complete the goal of achieving 100% health insurance coverage for students.

Mr. Ngo Quang Hien - Principal of Huong Lam Secondary School (Huong Khe) said: "Currently, the school still has 141 students who have not participated and have not renewed their participation in student health insurance. Although we have strengthened propaganda and mobilization solutions, because many students have difficult family circumstances, some of whom do not have a correct understanding of student health insurance policies, increasing the rate of student health insurance coverage is quite difficult. We have also implemented social mobilization, but the economic life of local people is not high, so this solution is not very promising. In the coming time, we hope that the provincial and district social insurance agencies and local authorities will pay attention to supporting and giving cards to students with difficult circumstances of the school."

Although some localities still face difficulties, the general results show that the majority of parents and students have a good awareness of the benefits, meaning and importance of participating in health insurance.
Ms. Nguyen Thi Ha in Chau Binh commune (Huong Son) said: “In the past, I was a bit hesitant to join health insurance for my children because my family's financial situation was not very good, but after realizing that it was a legal regulation and also my right, I always took the initiative in my finances to be able to pay the fee right from the beginning of the school year and renew when it expired. My children and I also feel happy because joining student health insurance also means that we are sharing the risk with other health insurance participants.”
The 2024-2025 school year is almost over, with only 0.23% left for Ha Tinh Social Insurance to reach the target of 100% student health insurance coverage. At this time, Ha Tinh Social Insurance is actively coordinating and urging localities and the education and training sector to strengthen solutions to raise people's awareness, share difficulties with people, and help them comply with regulations on participating in student health insurance.
