Mr. Hang Nhe Ly, Vice Chairman of Nam Po District People's Committee, said: In the period of 2021-2025, from capital sources of national target programs, Nam Po district has invested in building 34 centralized domestic water supply works; total investment capital is 103.26 billion VND.

With the addition of 34 newly invested centralized water supply works, the number of water supply works in the district has increased to 108 works; ensuring hygienic water supply for 98.82% of the ethnic minority population in the whole district.

By effectively using centralized domestic water supply works, ethnic minority farmers in Cha Nua commune, Nam Po district can still preserve water sources for rice production and vegetable growing.

To ensure the effective use of post-investment works, every year, the People's Committee of Nam Po district directs and guides communes to manage, exploit and protect centralized water supply works so that they simultaneously meet the requirements of sufficient water for daily life and production, but must be effective in the long term. Currently, the whole district has 15/15 communes that have established water user groups and associations with a total of 218 members directly managing and operating water works that have been invested and built in the area.

Summarizing the natural conditions in Nam Po, Mr. Hang Nhe Ly said: Nam Po has a long border, mountainous terrain running in the Northwest-Southeast direction, with a tendency to gradually decrease from North to South and gradually tilt from West to East; with an altitude of 200 to 1,800m. Interspersed between the mountain ranges are terrains of valleys, rivers, streams, and alluvial terraces widely distributed throughout the area, but the small, narrow area affects the ability to retain water and irrigate rice fields and crops.

Seeing clearly the reality of the terrain affecting the production and life of the ethnic people, especially those who live on agricultural production and slash-and-burn farming, along with investment in developing transportation, electricity, and schools, in recent times, Nam Po has prioritized investment in building centralized water supply works for each village and residential area. After investing in new construction, every year the district allocates funds for maintenance and repair of minor damages at the works.

Officials and farmers of Nam Po district plant trees in the head dam area to preserve water sources for centralized domestic water supply projects.

Evaluating the effectiveness of management and use of water works in the area, Mr. Hang Nhe Ly said: Basically, people are aware of protecting, preserving and using centralized water works, so after investment, the works are all effective and have a long-term use time.

“Not only ensuring water supply for production and daily life of people more conveniently, the investment and effective use of water works have contributed significantly to putting Nam Po into the group of mountainous and border districts meeting criterion No. 17 - Environment and food safety in implementing the national target program on new rural construction”, Mr. Hang Nhe Ly added.

Directly inspecting and supervising the investment, management and use of centralized domestic water works in Nam Po district recently, comrade Giang Thi Hoa, member of the Provincial Party Standing Committee, Vice Chairman of the People's Council of Dien Bien province, assessed: Water supply works have contributed to improving the quality of life of people in rural areas, improving the rate of access to clean water and completing the criteria in the new rural construction program in Nam Po.
