8 groups of solutions to help comprehensively innovate education

The Government has just issued Resolution No. 51/NQ-CP promulgating the Action Program to implement Conclusion No. 91-KL/TW to continue implementing Resolution No. 29-NQ/TW "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration".

The purpose of the Program is to identify and specify key tasks and solutions for ministries, agencies and localities to focus on directing in order to continue to seriously implement the viewpoints, goals, tasks and solutions on fundamental and comprehensive innovation of education and training.

Improve the capacity and effectiveness of state management of education and training; continue to perfect mechanisms, policies and laws, creating strong changes in fundamental and comprehensive innovation of education and training according to the Party's policy.

To achieve this goal, the Program sets out 8 specific tasks and solutions, including: Thoroughly grasping, raising awareness, enhancing leadership and direction responsibilities of Party committees and authorities at all levels in organizing and implementing the Party's policies and State laws on fundamental and comprehensive innovation of Education and Training.

Focus on perfecting institutions, mechanisms, policies and laws on Education and Training in a scientific, modern, synchronous and interconnected direction, suitable for the international integration process and the conditions of socio-economic development in the country. Timely remove bottlenecks, ensure a complete, synchronous and feasible legal framework, meeting the requirements of innovation in Education and Training. Promote decentralization and delegation of power; ensure synchronization and interconnectivity between levels of education and training.

Continue to improve the quality of comprehensive education at all levels: preschool, general education, continuing education, political education, ideology, ethics, national defense and security education; physical education, school sports activities for students.

Focus on investing in modernizing vocational education and higher education and enhancing scientific research potential in educational and training institutions. Continue to improve the national education system in an open, flexible, and interconnected direction, promoting a learning society and lifelong learning; promote digital transformation in Education and Training.

Develop a team of teachers and educational managers; attract and promote talents to work in the education sector. Continue to innovate management mechanisms, ensure adequate facilities and financial resources for the development of education and training.

Promote international integration in Education and Training; focus on improving foreign language skills of students, gradually making English the second language in schools; increase the promotion of Vietnamese language and culture abroad.

The Government notes that during the implementation process, if any inappropriate issues arise that need to be revised, the units should proactively propose adjustments and send them to the Ministry of Education and Training for synthesis and reporting to the Government and the Prime Minister for consideration and decision.
