On June 11, 1948, President Ho Chi Minh issued a call for patriotic emulation to commemorate the 1,000th day of national resistance and also to call on people to respond to the patriotic emulation movement launched by the Central Executive Committee of the Indochinese Communist Party on March 27, 1948.
President Ho Chi Minh's call for Patriotic Emulation has become the driving force for the entire Party, people and army to strive to participate in the revolutionary cause of the nation in the past and the cause of building and defending the socialist Vietnamese Fatherland today.
To continue promoting the significance and historical value of the Patriotic Emulation Call and the strength of Patriotic Emulation movements, on March 4, 2008, the Prime Minister issued a Decision to designate June 11 of each year as the Traditional Day of Patriotic Emulation.
"Competition is sowing, reward is harvesting"
Uncle Ho's call for Patriotic Emulation encouraged and motivated compatriots and soldiers nationwide to work enthusiastically and produce to "fight hunger," eradicate illiteracy to "fight ignorance," and bravely fight to "destroy foreign invaders." Many emulation movements developed widely, contributing to the victory of the resistance war against French colonialism such as "Golden Week"; "Popular Education"...
After the North was liberated in 1954, emulation movements focused on carrying out two strategic tasks: fighting to liberate the South and unify the country; and building socialism in the North.
In the South, there were the movements "Not an inch gone, not a millimeter left," "Brave warriors destroy the Americans." In the North, there were the movements "Each person works as two for the South," "All for the front line, all to defeat the American invaders," "Not a pound of rice is missing, not a soldier is missing," "Great Wind," "Sea Waves," "Three ready youth," "Three capable women"... The emulation movements contributed greatly to the success of the resistance war against the Americans, liberating the South and reunifying the country.
Since April 1975, the country has been at peace, unified and building socialism. We have had emulation movements such as "All for socialism, for the happiness of the people," "All for the two strategic tasks of building and defending the Fatherland," "All people unite to build a cultural life," "The whole country joins hands to build new countryside," "Repaying gratitude," "All people protect national security," and the movement "The whole country joins hands for the poor, leaving no one behind." Patriotic emulation movements have made a remarkable contribution to the successful implementation of the country's socio-economic development goals and tasks.
Emulation and rewards are closely related. Emulation is the basis of rewards, rewards are the result of emulation work. President Ho Chi Minh always emphasized: Emulation is sowing, rewards are harvesting. Accurate and timely rewards have the effect of motivating, educating and setting examples, and at the same time encouraging emulation to develop to new heights. A living example is worth more than a hundred propaganda speeches.
Directive 34/CT-TW dated April 7, 2014 of the Politburo (11th tenure) on "Continuing to innovate emulation and reward work" clearly stated: "Party committees, party organizations, heads of agencies and units must directly lead, direct and be responsible for the quality and effectiveness of emulation and reward work; strengthen inspection and supervision, promptly detect and prevent negativity in emulation and reward work, avoid widespread and insubstantial rewards."
On December 10, 2020, speaking at the 10th National Patriotic Emulation Congress, General Secretary and President Nguyen Phu Trong emphasized: We must pay attention and be specific with regulations on rewards through discovering typical examples and new factors, rewarding those who directly work and produce, and rewarding by topic. Strengthen the discovery of advanced examples, timely encouragement and rewards.
Also at the 10th National Patriotic Emulation Congress, Vice President Dang Thi Ngoc Thinh, First Vice President of the Central Emulation and Reward Council, stated: In the period of 2016-2020, the Patriotic Emulation movement and reward work have had many innovations, creativity and effectiveness, contributing to the cause of building and defending the Fatherland.
From the patriotic emulation movements, more and more outstanding and typical individuals have emerged. The commendation work must be accurate, timely, public, transparent, and oriented towards the grassroots; attention must be paid to rewarding small groups, groups, and individuals in remote areas, and those who directly participate in production, work, and combat...
Among the 2,020 official delegates attending the 10th National Patriotic Emulation Congress, there are 118 delegates who are individuals and collective representatives of People's Armed Forces Heroes and Labor Heroes of different periods, and 1,212 delegates who are direct workers in the fields of economics, culture-society, national defense-security, accounting for 60%.
Wrong rewards destroy competitive motivation.
In the Government Council meeting in October 1948, more than 4 months after the Call for Patriotic Emulation, President Ho Chi Minh stated: "In the emulation campaign, we must avoid the tendency of "deskwork" and "bureaucratization."

Uncle Ho also pointed out the harmful effects of improper and untimely rewards, which is the elimination of motivation and negative consequences for emulation work. Therefore, the evaluation, selection of emulation titles and consideration of rewards must be for the right people, the right jobs, based on specific criteria, based on the principles of democracy, publicity and transparency. He requested: "In a country, rewards and punishments must be strict so that the people can be at peace, the resistance can be victorious, and national construction can be successful."
General Secretary Nguyen Phu Trong also reminded: Rewards must be appropriate to achievements and results. Competition is to train, practice and build new people, avoiding formalities.
When the National Assembly Standing Committee reviewed the draft Law on Emulation and Commendation (amended), National Assembly Chairman Vuong Dinh Hue noted: "This amendment must be more oriented towards the grassroots, focusing on rewarding workers, farmers, and laborers directly involved in production and business; paying attention to rewarding at the grassroots level, especially in remote areas, border areas, islands and ethnic minority areas. On the other hand, it is necessary to continue promoting the application of information technology, simplifying administrative procedures, ensuring timeliness, transparency, publicity, feasibility and effectiveness in implementation."
The fundamental principle of rewards is to reward the right person and the right job. However, in recent years, many advanced models and examples in some localities, agencies and units have not been discovered, nurtured in a timely manner and effectively replicated. The dissemination, organization, study and application of new models have received little attention. In many agencies and localities, emulation movements are formalistic and lack real effectiveness. Reward work has not closely followed the results of emulation, and there is still a widespread situation of rewards.
To overcome these shortcomings and continue to promote the effectiveness of emulation and rewards, it is necessary to continue to improve institutions and policies on rewards, aiming to give more priority to direct workers. Stricter regulations on the responsibility of leaders in emulation and rewards are needed to ensure that the rewards are accurate, public and transparent. Emulation and rewards need to be public, transparent and timely in the mass media to have more information, especially when considering conferring major titles.
It is necessary to overcome the situation where grassroots levels submit to superiors flattering collective and individual profiles to receive awards and titles. Superiors letting these profiles slip through makes these "virtual models" have no exemplary value, no effect on expanding the emulation movement, and no positive energy spread in agencies and units.
Agencies in charge of emulation and reward work at all levels need to enhance their professionalism, need to be specialized, and must objectively and accurately advise Party committees and authorities on advanced models.
