11,500 billion VND disbursed
On July 5, in Binh Duong, the Vietnam General Confederation of Labor held a conference to review 2 years of implementing a credit package with preferential interest rates to combat black credit among workers and welfare cooperation programs of the Vietnam General Confederation of Labor.
Speaking at the conference, Ms. Tran Thi Thanh Ha - Head of the Labor Relations Department of the Vietnam General Confederation of Labor - said that recently, the situation of crimes and law violations related to lending activities at interest rates has become increasingly complicated and occurred in many localities across the country. Especially in provinces and cities with industrial parks, export processing zones, and economic zones that attract a large number of workers.
“Black credit” causes an increase in many types of crimes and related violations of the law such as intentional injury, extortion, gambling, disturbing public order, etc. Debt collection from “black credit” also causes anxiety, frustration, and confusion among workers.
In that context, implementing the direction of the Prime Minister, the Vietnam General Confederation of Labor and the State Bank of Vietnam have enhanced welfare and benefits for union members and workers. The focus is on creating the most favorable conditions to help workers access and borrow capital from legal sources of banks and financial institutions, contributing to eliminating the situation of "black credit" in industrial parks and clusters.
After 2 years of implementing the 20,000 billion VND credit package to prevent and combat black credit among workers, by March 2024, 43 provincial and municipal Labor Federations had signed a memorandum of understanding for implementation.
Particularly in Binh Duong, one of the localities with a large number of workers, according to Mr. Dang Tan Dat - Head of the Legal Policy Department of Binh Duong Provincial Labor Federation, the parties have deployed support for 74,544 borrowers, with the disbursed amount of 1,242 billion VND.
In Tay Ninh province, Ms. Tran Ngoc Khanh Tam - Standing Member of the Trade Union of Tay Ninh Economic Zone said that there are 4 large enterprises with union members and employees accessing loans. The total amount disbursed is 48.8 billion VND to support nearly 3,000 union members and employees. This has helped employees overcome difficulties and avoid falling into "black credit".
Nationwide, the Labor Relations Board of the Vietnam General Confederation of Labor reported that over 735,000 workers used products and services worth over VND11,500 billion. On average, each worker used products and services worth about VND16.5 million.
Need to reduce interest rates further
According to the assessment of delegates attending the conference, cooperation between the Vietnam General Confederation of Labor and financial companies is an effective solution to gradually reduce and push back the situation of "black credit" among workers.
However, the number of enterprises and employees using products and services of HD Saison and FE Credit is still low compared to the total number of employees. The total amount of money disbursed has not been as expected, accounting for nearly 57.5% of the total capital for employees as committed. The number of employees enjoying preferential interest rates is low (VND 227 billion/VND 9,169 billion with 13,848 employees benefiting).
At the conference, the delegates also had many enthusiastic opinions to make the implementation of the 20,000 billion VND loan package in the coming time more effective and avoid unfortunate incidents. Many delegates said that it is necessary to reduce interest rates to suit the current general interest rate situation and to suit the target group of employees.
Black credit loan advertisements still infiltrate workers
According to records, in Binh Duong, currently in Thuan Giao and An Phu wards (Thuan An city), Hiep Thanh ward (Thu Dau Mot city), loan sharks with signs of "black credit" continue to distribute leaflets to advertise lending activities. Even, the subjects ignore regulations, posting leaflets everywhere on electric poles to advertise black credit loans. In addition, many subjects use cyberspace to advertise daily and weekly interest lending activities with signs of "black credit".
