Deputy Prime Minister Le Thanh Long signed Decision No. 27/QD-TTg promulgating the Plan to implement the Recommendations of the United Nations Committee on the Rights of the Child.
The plan aims to help ministries, branches, central and local agencies clearly define their responsibilities for implementing the Recommendations of the United Nations Committee on the Rights of the Child (the Committee); strengthen coordination among relevant agencies to implement children's rights in a synchronous, comprehensive and effective manner, ensuring the best interests of children.
The Plan requires ministries, branches, central and local agencies to review and develop plans to implement the Recommendations based on the functions and tasks of the presiding and coordinating agencies; effectively integrate them with the implementation of programs, plans, projects and policies on children; determine specific responsibilities and roadmaps for implementing the Recommendations in accordance with the functions, tasks, powers and situations of ministries, branches, central and local agencies; regularly inspect and periodically evaluate the implementation of children's rights and the implementation of the Recommendations.
The plan will implement the following tasks and solutions:
Continue to research, review, develop and perfect the legal system and policies to promote the implementation of children's rights in accordance with the United Nations Convention on the Rights of the Child and international conventions and treaties related to children to which Vietnam is a member.
Promote communication, education and social mobilization to raise awareness, responsibility, knowledge and skills to implement children's rights.
Improve professional capacity and expertise for staff and people working in child protection and related work at all levels and sectors; promote inter-sectoral coordination, implement activities and models on child care, education and protection.

Develop a service system to ensure the implementation of children's rights and resolve children's issues.
Inspect and examine the implementation of children's rights and issues related to children. Build and improve the quality of the children's database linked with the national population database and specialized databases.
Prioritize budget allocation for implementing children's rights and resolving children's issues in accordance with the actual situation and the ability to balance the state budget according to regulations.
Strengthen international cooperation to ensure the implementation of children's rights in accordance with international standards and practices.
The Deputy Prime Minister requested the Ministry of Labor, War Invalids and Social Affairs to urge and coordinate with ministries, branches and localities to develop and implement this Plan.
Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally run cities shall, based on the tasks and solutions of the Plan, develop plans, timelines, and implementation roadmaps to ensure timely and effective implementation.
Proactively allocate resources to implement goals, targets, tasks, and solutions to ensure the implementation of children's rights, and resolve children's issues within the responsibility and authority; at the same time, effectively integrate and mainstream the tasks of implementing the Recommendations in the implementation of national target programs and related approved programs, projects, and plans; focus on directing, strengthening the urging, and inspecting the implementation of the Plan, reporting on implementation results to the Ministry of Labor, War Invalids, and Social Affairs for synthesis and reporting.
