TPO – According to the plan to expand and upgrade the Cam Lo – La Son expressway, it is expected to build a management and operation center, as well as a vehicle weight inspection system and toll stations at intersections. The cost of upgrading and expanding the expressway is expected to be about 7,000 billion VND.
The Ho Chi Minh Road Project Management Board (PMU) has just submitted to the Ministry of Transport (MOT) for appraisal the Pre-Feasibility Study Report for the North-South Expressway expansion investment project in the East, Cam Lo - La Son section.
According to the Ho Chi Minh Road Project Management Board, the total preliminary investment for expanding and upgrading the Cam Lo - La Son expressway section is about 7,000 billion VND, of which the construction cost is 4,768 billion VND. The project is expected to be allocated from the State budget. Based on the expected project implementation progress, the preliminary capital disbursement demand in 2024 is 1,600 billion VND, in 2025 is 5,400 billion VND.
The Ho Chi Minh Road Project Management Board proposed to maintain the current technical standards and route centerline that were studied and built during the 2017-2020 period, while simultaneously investing in expanding the roadbed and works on the route and intersections according to the scale of the complete 4-lane expressway. The project to expand 34 bridges on the expressway ensures the scale of the complete 4-lane expressway.
Notably, the Ho Chi Minh Road Project Management Board proposed to invest in the complete construction of an intelligent transportation system (ITS); plans to build a route management center; invest in a vehicle load inspection system, arrange U-turn locations at the highway entrances; toll stations at intersections, and at the same time use additional project funds to deploy the ITS system for the La Son - Hoa Lien and Hoa Lien - Tuy Loan expressways.
Along with the Cam Lo – La Son route , the Ministry of Transport previously proposed that the Government prioritize allocating about 18,700 billion VND to invest in upgrading the Yen Bai – Lao Cai, Thai Nguyen – Cho Moi, Ninh Binh – Hai Phong sections to reach a complete 4-lane scale.
According to the Ministry of Transport, to upgrade the 2-lane divergent expressways (nearly 700 km) to a complete 4-lane scale (the Hoa Lac - Hoa Binh expressway alone will have a complete 6-lane scale), it will require approximately VND87,500 billion. Meanwhile, for the limited 4-lane divergent expressways (longer than 2,140 km), the upgrade will require approximately VND420,000 billion.
The Cam Lo – La Son Expressway starts at Cam Hieu Commune, Cam Lo District, Quang Tri Province; the end point coincides with the starting point of the La Son – Hoa Lien Project, at Loc Son Commune, Phu Loc District, Thua Thien Hue Province. The route is approximately 98 km long. In the past, this expressway has been put into operation, but many tragic accidents have occurred due to the high traffic volume, while there are only 2 lanes.
