TPO – According to the plan to expand and upgrade the Cam Lo – La Son expressway, it is expected that a management and operation center will be built, along with a vehicle weight inspection system and toll stations at the interchanges. The estimated cost for upgrading and expanding the expressway is approximately 7,000 billion VND.
The Ho Chi Minh Highway Project Management Board has just submitted the pre-feasibility study report for the investment project to expand the North-South Expressway (Eastern section) from Cam Lo to La Son to the Ministry of Transport for appraisal.
According to the Ho Chi Minh Highway Project Management Board, the preliminary total investment for expanding and upgrading the Cam Lo – La Son section of the expressway is approximately 7,000 billion VND, of which construction costs account for 4,768 billion VND. The project is expected to be funded from the State budget. Based on the projected project implementation schedule, the preliminary disbursement requirement for 2024 is 1,600 billion VND, and for 2025 is 5,400 billion VND.
The Ho Chi Minh Highway Project Management Board proposes maintaining the existing technical standards and alignment as studied and constructed during the 2017-2020 period, while simultaneously investing in expanding the roadbed and other structures along the route and interchanges according to the phased scale of a complete 4-lane expressway. The project also includes expanding 34 bridges on the expressway to ensure a complete 4-lane expressway.
Notably, the Ho Chi Minh Highway Project Management Board proposed investing in the complete construction of an Intelligent Transportation System (ITS); planning to build a route management and operation center; investing in a vehicle weight inspection system, arranging U-turn locations at the highway entrances; toll stations at interchanges, and simultaneously using additional project funds to deploy the ITS system for the La Son – Hoa Lien and Hoa Lien – Tuy Loan sections of the highway.
Along with the Cam Lo – La Son route , the Ministry of Transport had previously proposed to the Government to prioritize allocating approximately 18,700 billion VND to invest in upgrading the Yen Bai – Lao Cai, Thai Nguyen – Cho Moi, and Ninh Binh – Hai Phong sections to achieve a complete 4-lane scale.
According to the Ministry of Transport, upgrading the phased 2-lane expressways (nearly 700 km) to a full 4-lane scale (with the Hoa Lac – Hoa Binh expressway reaching a full 6-lane scale) will require approximately 87,500 billion VND. Meanwhile, for the phased expressways with limited 4 lanes (over 2,140 km long), the upgrade will require approximately 420,000 billion VND.
The Cam Lo – La Son expressway has its starting point in Cam Hieu commune, Cam Lo district, Quang Tri province; its end point coincides with the starting point of the La Son – Hoa Lien project, in Loc Son commune, Phu Loc district, Thua Thien Hue province. The length of the route is approximately over 98 km. Although this expressway has been in operation for some time, it has experienced many tragic accidents due to the high volume of traffic and the limited number of lanes.
