According to Minister and Head of the Government Office Tran Van Son, the Prime Minister has requested that within the next 6 months, the Ministry of Health must complete the second facility of Bach Mai and Viet Duc Hospitals to put them into use.
On the afternoon of November 9, at the Government press conference, reporters asked about the progress of the implementation of the two projects of Bach Mai Hospital, Facility 2 and Viet Duc Hospital, Facility 2 in Ha Nam .
These are two of the weak, long-standing projects that Prime Minister Pham Minh Chinh requested to focus on handling at the regular Government meeting this morning.

At the meeting, Deputy Minister of Health Le Duc Luan said that this project has been implemented since 2015, and has encountered many difficulties during the construction and implementation process.
By early 2021, both projects had temporarily stopped construction and have not yet resolved the problems, nor have there been any mechanisms to handle or adjust difficulties related to the projects.
Faced with that situation, in 2023, the Prime Minister decided to establish a Government Working Group including the Ministry of Health and related ministries such as the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance, etc. to review difficulties and obstacles and propose solutions for the project.

Over the past time, the Government Working Group and the Ministry of Health have repeatedly reviewed the project's documents, comprehensively assessed the legal and technical aspects related to the project, researched and identified basic difficulties and problems that need to be resolved, and on that basis proposed solutions.
The Government Standing Committee and Government leaders held many meetings to listen to reports from the Ministry of Health.
Up to now, the Ministry is finalizing the plan for further reporting and will propose to the Government and competent authorities a plan to remove difficulties of the two projects to continue construction and completion.
Following the Government's direction, the Ministry of Health is coordinating with relevant ministries and branches to develop a feasible plan that can soon be submitted to competent authorities, with a mechanism to resolve this problem. On that basis, these hospitals will continue to be built and put into operation.
Bach Mai Hospital is nearly 90% completed and Viet Duc Hospital is about 60% complete.
Today, at the Viet Duc Hospital project, the contractor is restarting to continue construction of the project.

Previously, Prime Minister Pham Minh Chinh issued Official Dispatch No. 112 requesting ministries, branches and localities to focus on resolving pending projects, stop construction, urgently deploy, complete and put them into use to prevent waste and loss.
The Prime Minister's dispatch clearly stated that recently, the Government and the Prime Minister have had many instructions to completely handle backlogged projects and projects that have been suspended for a long time, such as: Can Tho City Oncology Hospital Construction Investment Project, Bach Mai Hospital and Viet Duc Hospital Facility 2 Project, Ho Chi Minh City Flood Control Project, Vicem Operation and Transaction Center, etc.
According to the Prime Minister, this situation causes waste of resources and public outrage.
The Prime Minister emphasized the spirit of effectively using resources, quickly implementing projects, avoiding loss and waste, especially in backlogged projects, projects that have stopped construction, headquarters of ministries, agencies, hospitals, etc.
The Prime Minister assigned ministers and heads of sectors to review and compile statistics on all projects, backlogs, construction works, headquarters, and offices that are not in use or are not being used effectively within their scope and management areas to promptly develop plans and measures to handle the situation. This must be reported to the Prime Minister before November 30.
Under the Prime Minister's direction, for matters within their authority, agencies must proactively find solutions to immediately resolve problems and issues, and at the same time arrange and mobilize resources to quickly implement projects and works that are backlogged, have been suspended for a long time, are behind schedule, and are put into operation and use to effectively promote project objectives.
For matters beyond authority, the Prime Minister requested to urgently review and clearly report the content and regulations of the problem, propose solutions, the responsible agency to resolve and the competent authority to decide, report to the Prime Minister for consideration and direction of handling before November 30.
In particular, the Government leader requested to handle the responsibility of individuals and organizations that have caused projects and works to be delayed for a long time.
