Mr. Nguyen Duc Loi, Standing Vice President of the Vietnam Journalists Association, delivered the opening remarks at the conference.
In his opening remarks at the conference, Mr. Nguyen Duc Loi, Permanent Vice President of the Vietnam Journalists Association, stated that since the implementation of the 2016 Press Law and the 10 Articles on Professional Ethics for Vietnamese Journalists, the press has made significant strides in terms of quantity, scale, and innovation, improving the quality and effectiveness of information and propaganda work.
As a socio-political and professional organization of journalists, the Vietnam Journalists Association has recently collaborated closely with relevant agencies of the Central Propaganda Department and the Ministry of Information and Communications to implement many practical and effective activities in coordinating press management, membership management, and the development and implementation of the 2016 Press Law, along with the 10 Articles of the Code of Professional Ethics and the Rules for the Use of Social Media by Vietnamese Journalists.
“Through this Conference, the leaders of the Vietnam Journalists Association hope to receive many frank and responsible exchanges and assessments on the advantages and difficulties in the process of implementing the regulations. Through this, we can promote achievements, overcome shortcomings, and contribute to building a professional, humane, and modern press and media in line with the spirit of the Resolution of the 13th National Congress of the Communist Party of Vietnam,” Mr. Nguyen Duc Loi emphasized.

At the conference, Mr. Nguyen Manh Tuan, Deputy Head of the Inspection Committee of the Vietnam Journalists Association, presented a summary report on the six-year implementation of the 2016 Press Law, including the 10 articles stipulating professional ethics and the rules for using social media by Vietnamese journalists.
The conference also heard many heartfelt and insightful exchanges of opinions from representatives of the Journalists' Associations of 19 southern provinces and cities, as well as other delegates. The presentations focused on pressing issues such as how to enhance the responsibility and role of state management agencies in implementing the 2016 Press Law and the 10 regulations on professional ethics, and the Code of Conduct for Journalists on Social Media Use, based on practical experiences in local journalism…
Mr. Nguyen Tri Thuc, Member of the Editorial Board, Head of the Special Topics and Special Issues Section of the Communist Magazine, delivered a speech at the Conference.
Presenting his paper at the conference, Deputy Editor-in-Chief of the Ho Chi Minh City Law Newspaper, Nguyen Duc Hien, pointed out that social media is gradually becoming a powerful force dominating a part of social life. “Strengthening the training and development of journalists with firm political convictions, impeccable professional ethics, and high professional competence is the first and most crucial issue in creating journalistic works that have a widespread impact on social life. Along with that, it is necessary to build a legal environment for the media in the digital age. Research and seek scientific solutions are needed to advise on media management policies in a timely and effective manner,” Mr. Nguyen Duc Hien proposed.
Meanwhile, Mr. Nguyen Tri Thuc, Editorial Board Member and Head of the Special Topics and Special Issues Section of the Communist Magazine, delved into analyzing and warning about the phenomenon of "two-faced journalists" on social media, and addressed necessary amendments to the 2016 Press Law in the context of digital transformation.
"We need stronger and more decisive sanctions, not only against journalists who violate professional ethics and social media usage rules, but also against newsroom managers," Mr. Nguyen Tri Thuc stated.

Speaking at the conference, Vice President of the Vietnam Journalists Association Tran Trong Dung also pointed out that in the past, many cases of journalists committing violations have been punished, but the managing agency has not been held accountable. There are also many representative offices that are unstaffed, with some heads of representative offices not even possessing press cards…
"To enhance the role and management of the Vietnam Journalists Association, the heads of local press agencies and journalists' associations should be members of the Vietnam Journalists Association. Along with that, the relationship between the inspection committee of the Vietnam Journalists Association and the councils in the localities should be strengthened," Mr. Tran Trong Dung stated.

In his concluding remarks at the conference, the Standing Vice President of the Vietnam Journalists Association, Nguyen Duc Loi, affirmed that in-depth analysis and discussion of existing issues in press policies and laws, as well as difficulties and obstacles in implementing professional ethics for journalists and association members, in order to promptly propose solutions to amend and overcome existing shortcomings, is an urgent requirement in the life of journalism and for the team of journalists.
This will contribute to building a "green," healthy, and positive press, worthy of the trust that the Party, the State, and the people place in the revolutionary press and the team of journalists.
"In this context, the Conference summarizing six years of implementing the 2016 Press Law, along with the 10 Articles on professional ethics for Vietnamese journalists and the Code of Conduct for Vietnamese journalists on social media, is of great importance to all levels of the Vietnam Journalists Association in contributing to building a professional, humane, and modern press and media in line with the spirit of the Party's 13th National Congress Resolution," emphasized the Standing Vice President of the Vietnam Journalists Association.
