The Minister of Home Affairs said that the handling of cadres and civil servants who violate discipline must ensure the principles of objectivity, fairness; publicity, strictness; accuracy, timeliness; correct authority, order, and procedures according to regulations. This has contributed to the fight against and prevention of corruption, negativity, group interests, and degradation in political ideology, ethics, and lifestyle. In addition, the Government has issued and directed the completion of legal regulations to implement the Party's policy on promptly replacing cadres with limited capacity, reduced prestige, shirking responsibility, and continuing to rectify and strengthen administrative discipline and order.

This also aims to promote the spirit of innovation and creativity of cadres and civil servants; create a safe and complete legal environment and corridor for cadres and civil servants of ministries, agencies and localities to confidently perform their duties and public duties according to regulations. Synthesizing from reports of ministries, branches and localities on the results of civil servant quality classification in 2023, out of a total of 254,757 civil servants, 45,696 people completed their tasks excellently (22.88%), 165,939 people completed their tasks well (56.68%), 28,689 people completed their tasks (18.69%) and 14,733 people did not complete their tasks (1.75%). In 2023, ministries, branches and localities recruited 3,664 civil servants. Of which, central ministries and branches recruited 488 civil servants, and localities recruited 3,176 civil servants. In the first 6 months of this year, ministries, branches and localities recruited 1,688 civil servants. Of which, ministries and branches recruited 169 civil servants; localities recruited 1,519 civil servants. Thereby, it significantly contributed to restructuring the civil servant team, meeting the requirements of assigned tasks according to job positions. Resolutely remove degraded civil servants and civil servants from the state apparatus.
