The workshop was held directly at the Ha Nam Police bridge, broadcast live to the Ministry of Public Security's Conference Hall and 66 bridge points of units, provincial police, 274 district police bridge points with more than 9,000 delegates attending.
General Secretary and President To Lam sent a letter to the Conference.
On behalf of the Organizing Committee of the Conference, Senior Lieutenant General Tran Quoc To - Member of the Party Central Committee, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security, announced the letter of General Secretary and President To Lam sent to the Conference. In the letter, To Lam emphasized the role of President Ho Chi Minh in establishing and training the People's Public Security Force (PPP). He always had special affection and attention for this force, along with the Six Teachings on "The Qualities of a Revolutionary Public Security Officer". The instructions in his Testament have become a guideline for the cause of protecting security and order and building a strong PPP.
Speaking at the workshop, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Ha Nam province, said that the scientific workshop "55 years of the People's Public Security implementing President Ho Chi Minh's Testament" was held on the occasion of the 79th anniversary of the August Revolution and National Day on September 2, 55 years of implementing President Ho Chi Minh's Testament, 55 years of his death; 79 years of the Traditional Day of the People's Public Security Force and 19 years of the National Day for National Security Protection.
The workshop is also an opportunity to review and deepen the great contributions of President Ho Chi Minh to the People's Public Security Forces. At the same time, it arouses the pride and determination of the People's Public Security Forces in studying and following Ho Chi Minh's ideology, morality and style.
In his opening speech and introduction to the workshop, Prof. Dr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council affirmed that President Ho Chi Minh's Testament is not only a historical document but also the crystallization of his intellectual height and profound values of ideology, morality and style. Over the past 55 years of implementing the Testament, the People's Public Security Forces have made constant efforts to maintain national security, protect social order and safety and build a truly clean, strong, disciplined, elite and modern force.
Prof. Dr. Nguyen Xuan Thang also asked the delegates to focus on discussing to clarify the significance of the Will, and at the same time draw valuable lessons to continue promoting in the future.
Senior Lieutenant General Luong Tam Quang, member of the Party Central Committee, Secretary of the Central Public Security Party Committee, Minister of Public Security, delivered a closing speech at the Workshop. The Minister of Public Security emphasized that this was an opportunity to deeply express gratitude for the great contributions of President Ho Chi Minh, while affirming the steadfastness of the Public Security Forces in implementing his Testament.
Senior Lieutenant General Luong Tam Quang shared some important lessons learned from 55 years of implementing President Ho Chi Minh's Testament. First, the absolute, direct, and comprehensive leadership of the Party is the decisive factor in all victories in the cause of protecting security and order and building the People's Public Security Forces. Second, the entire People's Public Security Forces must wholeheartedly serve the Fatherland and the People, always putting the aspirations and legitimate interests of the People first. Third, solidarity is an indispensable factor within the People's Public Security Forces as well as in the relationship with the People's Army and other agencies and sectors. Finally, building a contingent of People's Public Security officers who are both red and professional, closely attached to the People, is the top priority.
Senior Lieutenant General Luong Tam Quang also requested press, cultural and artistic agencies in the People's Public Security sector to increase propaganda and creation on the topic of implementing President Ho Chi Minh's Testament, in conjunction with implementing the Six Teachings of Uncle Ho to the People's Public Security Forces.
On behalf of the Central Public Security Party Committee and the leadership of the Ministry of Public Security, Senior Lieutenant General Luong Tam Quang launched a special emulation movement from August 19, 2024 to August 19, 2025 in the entire Public Security force with the motto of action "Promoting tradition, training cadres, making achievements, for the country, for the people, selflessly serving", calling on all cadres, soldiers, workers and employees in the entire Public Security force to continue studying and following the ideology, morality and style of Ho Chi Minh, the Six Teachings of Uncle Ho to the Public Security and his sacred Testament; upholding the spirit of responsibility, promoting intelligence, constantly striving, overcoming all difficulties and challenges, excellently completing the task of protecting security and order, for a peaceful and happy life for the people.
