50 years after Liberation Day, Da Nang becomes a model of dynamic and creative development

On March 28, Da Nang City organized a scientific conference to celebrate the 95th anniversary of the founding of the Da Nang City Party Committee (March 28, 1930 - March 28, 2025) and the 50th anniversary of the City's Liberation Day (March 29, 1975 - March 29, 2025).

Synchronous development of infrastructure and urban space

At the workshop, Mr. Nguyen Dinh Vinh, Standing Deputy Secretary of the City Party Committee, said that 95 years since the establishment of the Da Nang City Party Committee and 50 years since the liberation of the city, Da Nang has gone through many ups and downs to develop.

On January 1, 1997, Da Nang became an administrative unit directly under the Central Government. With appropriate policies and strategies in exploiting resources, improving the investment environment, enhancing competitiveness and integrating into the international economy, Da Nang has achieved remarkable growth.

Da Nang's Gross Regional Domestic Product (GRDP) in 2024 will increase 10.63 times compared to 1997. In the period 1997 - 2024, the city's GRDP will have an average growth rate of 9.24%/year. In the period 1997 - 2024, the structure of economic sectors will gradually shift towards the trend of the service sector becoming increasingly dominant and contributing mainly to the city's economic growth.

The most visible change of Da Nang since becoming a centrally-governed city is the investment in synchronous development of infrastructure and urban space. With the view that infrastructure investment is a breakthrough, the basis for strong development in all aspects, a series of projects, urban areas, new residential areas, administrative centers, and new traffic routes have been formed and expanded. The "stilt houses" along the Han River have been cleared, bridges have been built across the river, and coastal routes have opened up new sea-facing spaces.

From a small, poorly-equipped post-war city with an area of ​​only about 5,600 hectares in 1997, by 2019, Da Nang's urban space had expanded three times. The synchronous, civilized, and modern development of urban infrastructure has created changes in the size, scale, and appearance of the city.

Speaking at the workshop, Mr. Vo Cong Tri, former Deputy Secretary of the Da Nang City Party Committee, said that in early 1997, with a new vision, the Da Nang Party Committee made the right choice, effectively implementing many major and breakthrough policies, thereby bringing about remarkable developments for the city.

Starting with upgrading some key traffic routes, eliminating the "houses on stilts" along the Han River and Man Quang Bay, improving the technical infrastructure of old neighborhoods, Da Nang has implemented a major urban "renovation" project, taking transportation as a breakthrough, one step ahead. The main roads of the city have been invested in, from roads, electricity, sewers to architecture and trees. Many new, modern bridges cross the Han River; many large-scale traffic infrastructure projects, connecting the inner city and the suburbs have been invested in and built.

Experience in "creating capital from land fund to build infrastructure"

According to Mr. Tri, the city faces the sea, extends along the river, and develops both in width and height. Each project has its own unique architectural style, creating an increasingly spacious and modern urban face for Da Nang. Da Nang establishes southern belt roads; upgrades and expands Da Nang international airport terminal; builds coastal routes Nguyen Tat Thanh, Vo Nguyen Giap - Hoang Sa - Truong Sa; Hai Van tunnel, Da Nang - Quang Ngai expressway... connecting Hue city with Hoi An, Quang Nam, Quang Ngai, creating a premise to gradually overcome weaknesses in development and regional connectivity.

Along with that, key projects in health, education, culture and sports were born, creating synchronization in economic and social infrastructure, improving the quality of life of all classes of people, creating a new, harmonious and livable appearance for the city.

According to Mr. Tri, the most difficult thing at that time to develop urban infrastructure was capital, creating capital for investment and development. With the policy of exploiting land funds, "creating capital from land funds to build infrastructure", Da Nang created large resources to implement urban planning, beautification, technical infrastructure development and people's lives, creating strong and synchronous changes, bringing the city to new heights.

Some financial policies on land that are unique to Da Nang have been implemented very effectively, such as the policy on rewarding progress in handing over land, supporting the stabilization of life and production, and resettlement for people. For three consecutive years, from 2010 to 2012, Da Nang chose the theme of the year as "The year of compensation, resettlement and social security". The biggest success is that the city has resolved the problems of compensation and clearance, effectively and reasonably exploiting financial resources from land for socio-economic development.

Da Nang has identified compensation and clearance as the work of the entire political system. The Party Committee and the City Government direct the implementation according to 3 mechanisms: Land recovery according to regulations; land contribution and land readjustment according to planning; dialogue, creating consensus. Political and social organizations participate synchronously, doing a good job of mobilizing the people. Thanks to the support of the people, Da Nang has successfully implemented urban planning and development projects in a creative and rapid manner. According to Mr. Tri, "Da Nang's way of doing things has become a model of dynamic, creative development, highly appreciated".
