In recent days, information about the "National Target Program (NTP) on cultural revival and development, building Vietnamese people for the period 2026-2030, with a vision to 2045" built by the Ministry of Culture, Sports and Tourism (MCST) is receiving great public attention.
Accordingly, the Ministry of Culture, Sports and Tourism proposed a total capital of 350,000 billion VND for the 2025-2035 period for the Program.
Dan Tri reporter had an interview with Associate Professor, Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Education (CCET) and Dr. Nguyen Viet Chuc - Deputy Head of the Advisory Council on Culture and Society, Central Committee of the Vietnam Fatherland Front (VFF) about this issue.
Cultural revival program: A welcome signal
Listening to the conflicting debates in the media, Associate Professor Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Education - said that, on a positive note, it can be seen that there is great interest from society in culture and a desire to revive the country's culture.
According to Mr. Son, the current state of our cultural development, despite many efforts and certain achievements in recent years, still causes many concerns.
He cited: Phenomena such as social moral degradation, school violence, superstition, excessive foreign worship... leading to the forgetting of national culture, or other social disorders are cultural security challenges, all stemming from weaknesses in the cultural field.
"We really need to rectify, prevent, and help find traditional cultural values, combined with the quintessence of world culture, to create proud cultural values of the Ho Chi Minh era," he said.
Associate Professor Dr. Bui Hoai Son also emphasized that we have succeeded in political and economic innovation, now is the time to really pay attention to innovation in the cultural field.
To make the country's innovation more comprehensive and in-depth, creating new conditions for the country's development in the new period.

Sharing the same view, Dr. Nguyen Viet Chuc - Deputy Head of the Cultural - Social Advisory Council, Vietnam Fatherland Front Central Committee - shared that this is a very encouraging signal.
Therefore, the Party's Resolution has come into life and the National Conference on Culture has had a very positive impact on the awareness of the whole people and the awareness of Party committees at all levels.
"This shows that we need to revive and develop culture more strongly, so that culture is commensurate with the political and economic fields," said Mr. Chuc.
Regarding the proposal of a total capital of 350,000 billion VND for the Cultural Revival Program, Associate Professor, Dr. Bui Hoai Son said that let's not talk about the total amount (although it is very large).
"If investment is effective and can truly revive culture, so that culture becomes national pride and the country's endogenous strength, then no matter how much money is spent, it is something that should be done and must be done.
On the contrary, if the investment is ineffective and wasteful, we should not spend a single cent," Mr. Son frankly said.
According to Dr. Nguyen Viet Chuc, the investment of 350,000 billion VND seems a lot, but for the revival and development of the country's culture, it is not too big. The important issue is how to do it?!
People's concerns are real and right.
"What is your opinion on people's opposition, agreement and concerns about the proposal to invest 350,000 billion VND to revive culture?"
In response to the above question from Dan Tri reporter, Associate Professor Dr. Bui Hoai Son replied: "Regarding the opposing opinions, those are concerns about wrong investment, unreasonable management, there are many more urgent tasks that need to be done, there are many cultural works and institutions that have not been fully utilized, and are wasteful. These are real concerns, showing a different perspective, a passion for culture and the country, which is very valuable."

National Assembly Delegate Bui Hoai Son added that, regarding the supporting opinions, they believe that the current state of cultural development still has many shortcomings, and if we do not resolve them immediately, it will hinder the cultural, economic, social development and the future of the country.
Dr. Nguyen Viet Chuc shared: "I understand the concerns of the people, even the research community: Talking about cultural revival, where will that money go? How will it be implemented? Because in the past, there were things that were done that were not to the people's liking."
Mr. Chuc cited: "Focusing too much on building monumental facilities, these projects and other projects... but some have not met requirements and are wasteful. Repairing, restoring and embellishing heritages and relics, but if not careful, they will renew and destroy old heritages and traditions."
However, Mr. Chuc also emphasized that we must put our trust in the Ministry of Culture, trust in the professionals and also put on them the responsibility of carefully researching the program to submit to the National Assembly and the Government.
What is the solution to revive culture effectively and without waste?
Providing solutions to effectively implement the National Target Program on cultural revival and development without waste, meeting the aspirations of the people of the whole country, Dr. Nguyen Viet Chuc said that the cultural revival does not rely entirely on money but must promote the power of knowledge, understanding, take advantage of, apply and involve experts to do each task, each specific field.

According to him, the Ministry of Culture will do it carefully this time and should seek out experts who are truly experienced in cultural research and management to come up with a program that is strategic, general, comprehensive and visionary, but at the same time specific to each locality and the culture of different regions.
"To revive culture, we must first create conditions and opportunities for Vietnamese people to develop physically and mentally, and have the capacity to adapt to the new requirements of the new era," Mr. Nguyen Viet Chuc shared.
Associate Professor Dr. Bui Hoai Son also believes that these should be projects focused on people, both Vietnamese people in general and cultural human resources in particular.

At the same time, the Program meets the requirements of national development, helping artists and artisans have better conditions to shine their talents, then I believe that all Vietnamese people support the National Target Program on culture," Mr. Son expressed.
Finally, Dr. Nguyen Van Chuc emphasized: "Cultural revival should not be done in a general and forced manner, which will lead to ineffectiveness and even unnecessary consequences. Don't let money "fall" in vain."
Delegate Bui Hoai Son also said that the implementation of the National Target Program on culture will require synchronous coordination and participation from all levels, sectors and localities, so that the impact of the Program can spread positively to every cell of society, every citizen, so that culture truly becomes a spiritual foundation, both a goal and a driving force, and a regulatory system for the country's development.
On the afternoon of October 24, sharing about the National Target Program on cultural development and building Vietnamese people for the period 2025-2035 within the framework of the 6th Session of the 15th National Assembly, Mr. Nguyen Van Hung - Minister of Culture, Sports and Tourism - said that the Ministry proposed a total investment of 350,000 billion VND for the program, closely following the Law on Public Investment.
This is a figure compiled from localities for presentation and is general in nature, and must be specifically quantified in the budget for each stage.
Mr. Hung said: "Sometimes, without understanding and without full information, people will ask what the Ministry of Culture, Sports and Tourism needs 350,000 billion VND for, while the country is still facing difficulties? I clearly state that this money is not for the Ministry."
The Minister said that the Ministry of Culture, Sports and Tourism will seriously consider and accept all reasonable opinions for the program.
