Accordingly, to ensure maximum effective use of time, the person answering the question will have no more than 5 minutes to speak on the issue in the field of questioning before the National Assembly begins the questioning. The session chair will invite 3 to 5 delegates to ask questions at a time; each delegate will ask questions for no more than 1 minute and recommend that each question focus on one most important issue, focusing on groups of issues in 3 areas. Delegates are allowed to debate with the person being questioned to clarify the issue being questioned; delegates do not use the right to debate to ask questions or debate with the delegate who has previously questioned. The time for each debate is no more than 2 minutes, the time for answering is no more than 3 minutes for each question.
