On October 14, the 19th Session (special session), the People's Council of Bac Lieu province, term X, 2021 - 2026, agreed on the content of the report on the implementation of the conclusions and recommendations of the State Audit Office of Region V related to 3 projects with a total investment of more than 996 billion VND.

These are 3 projects that have been concluded by the State Audit Office of Region V to have errors in the implementation process.
Specifically, according to the report of the People's Committee of Bac Lieu province, the project to upgrade and expand Cao Van Lau road, more than 8km long, was approved in December 2010, with a total investment of more than 721.5 billion VND; completed in 2021. The completion of the project will help stabilize travel and trade of goods, ensuring traffic safety.
According to the conclusion of the State Audit, the approval of investment projects, allocation of capital plans and permission for bidding were in violation of regulations for projects implemented under the form of BT (build-transfer) contracts.
Bac Lieu Provincial People's Committee said that because it could not attract investors and when implementing the project, the Provincial People's Committee submitted to the Provincial People's Council for approval to allocate state budget capital for implementation, so the project was not implemented in the form of BT.
Cao Van Lau Street through Ward 2 and Ward 2 (Bac Lieu city, Bac Lieu province).
Regarding the Cai Day - Nha Tho Road Construction Investment Project approved by the Bac Lieu Provincial People's Committee in June 2012, the Vinh Loi District People's Committee is the investor. This project is over 4.3km long, with a total investment of 52.5 billion VND, the project was completed in 2017, serving well the travel needs of people in the area.
According to the conclusion of the State Audit, the project approval was not included in the traffic planning map of Bac Lieu province until 2020, with a vision to 2050; leading to prolonged construction and adjustment of the initial scale, leading to increased investment rates.
Regarding this conclusion, the People's Committee of Bac Lieu province said that the above route has been added by the province to the plan to develop the transport network for the period 2021-2030.
Cultural and Art Exhibition Center and Cao Van Lau Theater.
As for the project to build the Cultural - Art Exhibition Center and Cao Van Lau Theater, approved by the People's Committee of Bac Lieu province in October 2013, the total investment of the project is more than 222.5 billion VND; completed in 2017. Cao Van Lau Theater serves major cultural events of the province and serves tourism.
The State Audit concluded that the approval of large-scale projects, exceeding the balancing capacity of the central and local budgets; investment decisions before the Prime Minister's opinions and policies; and inappropriate bidding and implementation of bidding.
According to the People's Committee of Bac Lieu province, as of 2017, the project has been completed with a capital allocation of more than 212 billion VND, ensuring the ability to balance according to the implementation progress; the province approved the project investment decision after receiving the Deputy Prime Minister's opinion on the bidding designation.
"The project was not completed and put into operation on time due to many objective and unintended reasons," the report stated.
