28 groups of opinions and recommendations sent by Hanoi voters to the 8th Session of the National Assembly

The Hanoi National Assembly delegation has sent a report to the National Assembly Standing Committee summarizing voters' opinions before the 8th Session of the 15th National Assembly, which is under the authority of the National Assembly, the Government, and central ministries and branches.

The Hanoi National Assembly delegation coordinated with the Vietnam Fatherland Front Committees at all levels and relevant agencies and units in Hanoi to organize regular meetings with voters before the 8th Session of the 15th National Assembly in both direct and online forms in 30 districts, towns, and cities, up to 165 wards, 269 communes and 17 towns, attracting a large number of voters and people of the capital to attend.

Voters propose that the National Assembly soon evaluate the pilot implementation of the urban government model.

The delegation has compiled 28 opinions of voters speaking at the conference and opinions sent in writing by voters under the jurisdiction of the National Assembly, Government, and central ministries and branches.

In terms of legislation, voters proposed that the National Assembly amend the Law on Health Insurance (HI) in the direction of paying attention to preferential policies for people with revolutionary contributions, who, when receiving medical examination and treatment outside the central hospital line, are still entitled to full HI benefits as if they were receiving medical examination and treatment within the line. Consider allowing groups of veterans who are admitted to the Veterans Association but have not yet enjoyed HI to enjoy HI, contributing to ensuring social security and positively impacting local military recruitment.

Voters suggested that the National Assembly promptly evaluate the pilot implementation of the urban government model, thereby promoting advantages, overcoming shortcomings to expand the model to other localities, in order to reduce focal points, staff, etc.

Voters requested the National Assembly Standing Committee to soon issue a Resolution on the arrangement of commune-level administrative units in the 2023-2025 period of Hanoi City to have time to prepare personnel for the grassroots Party Congress, ensuring compliance with regulations.

Regarding supervision, voters suggested that the National Assembly and the National Assembly Standing Committee further strengthen supervision of the activities of the Government and law enforcement agencies to protect, maintain and promote economic development achievements associated with political and social stability.

Voters asked the National Assembly to continue supervising the issuance of documents implementing the 2024 Capital Law, creating favorable conditions for the capital's authorities at all levels in building and developing the capital.

There are solutions to overcome the problems in land auctions.

For the Government and the Prime Minister, voters request the Government to consider and direct relevant ministries and branches to research and issue policies on tax exemption and reduction; debt deferral, interest rate reduction, no interest collection or low interest loans, and favorable loan procedures for farmers affected by natural disasters and epidemics.

Voters believe that currently, prices and living expenses of people are increasing, the regulation that individuals without dependents must pay income tax when their total income from salary and wages is over 11 million VND/month is not appropriate. They propose that the Government study and submit to the National Assembly for amendments to increase the income from salary and wages subject to personal income tax to at least 18 million VND/month.

Voters requested the Government to direct relevant ministries and branches to study and adjust Decree No. 02/2017/ND-CP dated January 9, 2017 on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics in the direction of increasing the level of support for damaged crops, livestock, aquatic products, etc.; supplement regulations on support for damage to medicinal plants, flowers, ornamental plants, agricultural land areas that are silted up, eroded, high-tech agricultural production, greenhouses, net houses, etc.; have a specific mechanism on procedures to support damage caused by natural disasters and epidemics to ensure timely support for farmers to restore production soon.

Voters requested the Government to consider and direct relevant ministries and branches to research and issue specific regulations on social and charitable activities, to avoid the situation where a few individuals take advantage of charitable activities for personal gain, lack of transparency, and to strictly handle violations.

In addition, voters said that recently there have been cases where the winning price of land auctions in some districts was many times higher than the starting price, and then the winning bidder withdrew the deposit, leading to negative impacts on the housing and real estate market. They requested the Government to direct relevant ministries and agencies to have effective solutions to prevent this situation from happening again.

Regarding the central ministries and branches, voters continue to reflect on the shortcomings in the fact that students from primary to high school are using different sets of textbooks, many different schools, leading to not being able to use them for many years, difficulty in buying individual sets... Request the Ministry of Education and Training to study and overcome the shortcomings, have a solution to unify a common set of textbooks to facilitate teaching and learning, not causing costs for the people.

Voters requested the Ministry of Transport to have a specific plan to survey and maintain bridges to ensure absolute safety for people, and to prevent collapses like the Phong Chau bridge in Phu Tho.

Voters suggested that the Ministry of Health study and expand the scope of payment for health insurance participants such as: expanding the list of health insurance drugs; improving and innovating the management mechanism, enhancing the application of digital science and technology in connecting lines to serve hospital transfers, exploiting medical information related to patients; the time for prescribing outpatient drugs for patients with chronic diseases should be enough for a minimum of 60 days, and a maximum of 90 days, instead of 30 days according to current regulations...
