According to the reflection of the above employees, in 2011 and 2012, all 27 people were signed labor contracts by the Dak Mil District People's Committee to work at schools in the area. From 2012 to 2014, these cases were recognized by the Dak Mil District People's Committee as having completed their probationary period and appointed to the civil servant position.
By 2020, all 27 of these officials were suddenly suspended from receiving salary increases because there was no recruitment decision but only a decision to recognize the completion of probation and appointment to the civil service. After that, these officials requested a satisfactory solution.
In August 2024, Dak Mil District People's Committee invited these 27 cases to work, but so far the matter has not been completely resolved.

Ms. Tran Thi Hien, a clerk and treasurer at Hoa Binh Kindergarten (Dak Mil town), said that in 2012, when she held the decision recognizing the completion of probation and being appointed to the civil service, she was happy and thought that she had officially started working so she could work with peace of mind. In 2020, when the salary increase was stopped, she and 26 other cases were shocked to learn that there was no recruitment decision, worried about the risk of having to quit their jobs.
"I and 26 other officials have contributed to the education sector for nearly 15 years, no one has been disciplined, and some have even completed their tasks excellently. We are old, if we quit now, we don't know what to do and no one will hire us," Ms. Hien shared.

Ms. Tran Thi Huong, a teacher at Vo Thi Sau Primary School (Dak R'la Commune, Dak Mil District), also said that since 2023, she and 26 other unhired cases have submitted their opinions to the Department of Education and the District People's Committee, but have not been resolved by superiors.
Regarding this incident, in November 2023, the Dak Nong Department of Home Affairs sent an official dispatch to the Dak Mil District People's Committee requesting a review and clarification of the responsibilities of leaders through the periods in signing and issuing the Decision on recognition of completion of probationary period and appointment to civil servant positions for 27 cases that have not yet been recruited as civil servants.
For these 27 cases, Dak Nong Department of Home Affairs requested Dak Mil District People's Committee to base on the number of assigned positions and job positions to organize the recruitment of civil servants according to the correct standards, order and procedures.
Speaking with VietNamNet reporter on March 27, Mr. Ta Thanh Quyen, Head of the Department of Internal Affairs of Dak Mil district, said that the fact that these 27 officials only had a decision to recognize the completion of probation and appointment to the civil service category but no recruitment decision was against the procedure.
According to Mr. Quyen, the district previously signed contracts with 27 cases, then sent them to the Department of Education and Training to allocate to schools. However, the district did not carry out the recruitment process. Previous decisions that did not meet the regulations must be revoked and canceled.
"We have asked our superiors to allow recruitment through examination and the Department of Home Affairs has agreed. However, the locality has had to stop all recruitment work so it has not been possible yet," said Mr. Quyen.
Regarding why the 27 officials' salaries were stopped in 2020, Mr. Quyen said that the district was wrong from the beginning because there was no recruitment decision. If they continued to raise salaries, it would be "a mistake on top of a mistake".
According to the investigation of the reporter, in 2011, Chairman of Dak Mil District People's Committee, Mr. Hoang Cong Thang, signed many contracts, decided to recognize the completion of probation and appointed to the civil servant position for the 27 cases mentioned above. Currently, Mr. Hoang Cong Thang has retired according to the regime.
