According to data from 15 banks with the highest implementation results of Decision 2345 after nearly 2 weeks of application since July 1, Techcombank is the bank with the highest implementation success rate at 25.96%.
In which, the majority of customers perform biometric authentication on the Techcombank Mobile app. Techcombank is the pioneer in complying with and implementing Decision 2345 at the highest and fastest level.
According to Decision No. 2345/QD-NHΝΝ on implementing safety and security solutions in online payments and bank card payments, from July 1, online transactions on e-banking applications over 10 million VND/transaction or total transaction amount in a day from 20 million VND or more, the next transfer in that day, the customer will have to authenticate by biometrics. Money transfers under 10 million VND/transaction or total transaction value not exceeding 20 million VND/day will be authenticated by Smart OTP code as usual, no need for facial authentication. In addition, according to Article 2 of Decision 2345, individual customers must also be biometrically identified before making the first transaction on the app or before making a transaction on a device other than the device with which they last made the transaction. Pioneering in synchronously deploying solutions according to Decision 2335, since the beginning of April 2024, Techcombank has collected customers' biometric data through chip-embedded ID cards on the Techcombank Mobile application and at Techcombank's transaction counters. As a result, by July 11, about 2.6 million Techcombank customers had successfully authenticated out of a total of more than 9.7 million individual customers, making this bank the leading bank in terms of the highest rate of customers deploying biometric authentication, at 25.96%, while the second-ranked bank in this ranking reached 23.8%. Banks in the Big4 group such as Vietcombank, BIDV , Agribank, Vietinbank have authentication rates up to this point only accounting for 8% to 13.21% of the total number of individual customers. In terms of the absolute number of customers successfully installing, the Top 3 banks with the highest number are Techcombank, Vietcombank, and MBBank. A notable figure is that 91.4% of Techcombank customers successfully authenticated via the app, only a very small percentage had to authenticate at the counter. Meanwhile, according to data published by the State Bank, there are banks with an authentication rate at the counter of up to nearly 85%. Investing heavily in advanced anti-deepfake technology According to a representative of Techcombank, up to now, most customers who regularly make transactions worth over 10 million VND at the bank have successfully performed biometrics. To be able to reach the finish line early as above is thanks to the bank pioneering the synchronous implementation of solutions according to Decision 2335 very early. Revealing the journey to prepare for the implementation of Campaign 2345, Mr. Pranav Seth, Director of Digital Transformation at Techcombank, shared: Techcombank has assembled a large project team, with more than 60 experts in UX, product management, technology development, customer communication, risk management... "We have researched more than 200 mobile phone models with different NFC (short-range wireless connection standard) locations to prepare customer instructions in many visual communication product formats, from animation, video, email to other promotional information... Along with that, Techcombank conducted more than 40 hours of training for each of the 5,000 employees working directly with customers from February 2024". Along with that, the bank uses modern data analysis tools to allocate the digital customer list into more than 50 groups, based on location, device type, frequency of use, payment habits, etc. From there, it prepares personalized messages to guide customers to set up biometrics at different contact points, from branches, call centers, through customer service staff, to posting on social networks, emails, in-app messages, etc. On the peak day of starting to deploy biometric transactions, Techcombank took advantage of cloud infrastructure to improve customer service capacity, to avoid unwanted interruptions. In addition, the digital platform that Techcombank has invested heavily in over the years as well as always being at the forefront of applying digital technology and customer-centric strategies. Thereby improving the quality of products and services, providing users with optimal, convenient and safe experiences. According to Mr. Pranav, Techcombank also invests heavily in security technology: using biometric authentication combined with other layers of protection including application shield (to detect emulators), FIDO, advanced anti-deepfake technology (checking the liveliness of flash)...
To be able to authenticate biometrics for the first time according to Decision No. 2345 of the State Bank on implementing safe and secure solutions in online payment and bank card payment on banking applications, people need to log in to the application, select the Update information feature (the name may be different for each banking application). Then scan your face; take a photo of the front and back of the CCCD; scan information from the CCCD with the chip attached to the NFC reader on the phone to transmit data. Finally, confirm the information and authenticate OTP to complete the data update.Customers can follow the visual instructions via the clip here:https://youtu.be/vEwSzIZjAME?si=MN1p26UOgbzJ2kPE
