The Philippine Daily Inquirer reported that at a hearing before the Senate Finance Subcommittee on September 19, Senator Robin Padilla raised questions about the identity of the former police chief suspected of accepting bribes to help former Bamban Mayor Alice Guo and her companions Shielam and Wesley Guo flee the country despite a nationwide exit ban.
Alice Guo, identified by Manila authorities as Chinese national Guo Hua Ping, fled the Philippines by boat in July. The Philippine Senate has requested an arrest warrant for Guo because she failed to appear before a congressional committee to testify about her role in a case involving illegal gambling operations in the town she manages.

At the hearing on September 19, Philippine Amusement and Gaming Corporation Vice Chairman Raul Villanueva was the first to mention the investigation.
"We have not received the report from General Raul Villaueva regarding the matter he mentioned, but we are investigating the 24 former PNP chiefs to determine if they are involved," the Marbil police chief added.
Mr. Marbil then reminded General Villanueva that he was testifying under oath to tell the truth. Mr. Marbil said he would write a formal letter asking Mr. Villanueva to publicly identify the former police chief suspected of involvement in the escape of Ms. Guo and her accomplices.
