This afternoon (July 17), the Enforcement Implementation Board of the People's Committee of Tu Son City (Bac Ninh) organized a conference to dialogue, mobilize, and persuade households in Tan Hong Ward whose agricultural land was forcibly acquired and recovered to clear the land for the investment project to build the Tu Son City Cultural and Sports Center.
At the dialogue, residents requested Tu Son City to implement the project in accordance with the law.
According to the people, some items of the project were not implemented in accordance with Decision No. 857 of the Provincial People's Committee, the 1/500 planning has not been approved and the land has been reclaimed; there needs to be a decision to reclaim the land of the Provincial People's Committee and a decision to stop agricultural production of the Department of Agriculture and Rural Development for the agricultural land areas in the project; the compensation price of 158 million VND/sao is no longer suitable for the present...
People asked the City People's Committee to respond to households' opinions in writing.
Answering the above questions, Vice Chairman of Tu Son City People's Committee Nguyen Manh Cuong emphasized the legality and correctness of the project and the State's policy in investing in the construction of the Cultural and Sports Center. This is a public works project, targeting the beneficiaries as the people. During the project implementation, land will be recovered and site clearance fees will be paid accordingly.
Mr. Cuong also answered each problem raised by households based on legal regulations and directives from all levels.
Mr. Nguyen An The - Director of Tu Son City Land Fund Development Center said that the Cultural and Sports Center project is built under the form of a build-transfer (BT) contract.
The project has a total planned land area of about 17.5 hectares, approved by the Provincial People's Committee with a total investment of 238.8 billion VND. The project includes the following items: Stadium, multi-purpose gymnasium combined with children's sports area, technical infrastructure system and auxiliary items.
Tu Son City People's Committee issued a decision to reclaim land on September 10, 2021, compensation decisions with an area of 11.03 hectares, compensation and support costs of 43.96 billion VND.
“Through the payment rounds, the Land Fund Development Center has coordinated with neighborhoods, Tan Hong ward and related agencies and units to organize propaganda, dialogue, pay compensation and support when land is recovered for people at about 95.1%,” said Mr. The.
There are still 21 households that have not received money (total 3.8 billion VND) to hand over the land. The Land Fund Development Center continues to coordinate with the locality to make the final payment at the People's Committee of Tan Hong Ward or at the center.
After the dialogue, the people and the local government have not yet found a common voice. The enforcement committee of Tu Son City People's Committee said that if the households continue to not receive the money, the committee will enforce according to the law, the enforcement period will start from the morning of July 26.
