According to the Ministry of Finance, as of March 15, the total allocated investment capital was VND814,623 billion, reaching 98.63% of the capital plan assigned by the Prime Minister, including the central budget of VND324,740.1 billion and the local budget of VND489,882.9 billion.
If not counting the increase in local budget balance capital plans assigned by localities, the total allocated capital is 763,907.03 billion VND, reaching 92.5% of the plan assigned by the Prime Minister.
During the allocation process, ministries, central and local agencies have prioritized capital allocation for important national projects, expressway projects, inter-regional projects, coastal roads, and other key projects of VND141,000 billion.
Notably, 21/47 ministries, central agencies and 35/63 localities have not allocated or have not fully allocated the capital plan assigned by the Prime Minister. The total amount of capital not yet allocated in detail is 62,015.2 billion VND, accounting for 7.51% of the plan assigned by the Prime Minister.
According to the industry and sector, many newly-started projects are slow to complete investment procedures, so they are not eligible for capital planning; projects are waiting for adjustments to the 2021-2025 medium-term public investment plan; projects have not been allowed by competent authorities to extend the time for capital allocation.
Some ODA projects have not been signed or are waiting for foreign loan extension; projects encountering difficulties and are not able to be implemented in 2025, and it is proposed to extend the implementation period to the next phase; projects that have completed procedures but must be adjusted due to the arrangement and streamlining of the organizational apparatus, etc.
With national target program capital, central and local agencies are slow to complete project investment procedures; some localities no longer need to use capital; some localities allocate to affiliated units that are currently reviewing the objects and content of support, on that basis will continue to allocate when meeting the prescribed conditions...
Regarding the disbursement of planned capital in 2025, the estimated disbursement from the beginning of the year to March 31 was VND 78,712 billion, reaching 9.53% of the plan assigned by the Prime Minister, lower than the same period in 2024 (reaching 12.27%).
13/47 ministries, central agencies and 36/63 localities have estimated disbursement rates compared to the plan assigned by the Prime Minister above the national average.
Some ministries, central and local agencies have good disbursement rates (over 20%) such as: Voice of Vietnam (73.82%), Vietnam Bank for Social Policies (41.16%), Ministry of Public Security (23.73%), Women's Union (20.37%); Phu Tho province (35.04%), Bac Kan (28.85%), Tuyen Quang (28.14%), Ha Nam (25.58%), Lao Cai (22.89%), Ha Giang (21.75%), Binh Dinh (20.25%).
However, 17 ministries, central and local agencies have not yet disbursed.
