The Government has just issued a Resolution approving the Program to reduce and simplify administrative procedures related to production and business activities with the goal of 100% of administrative procedures related to enterprises being carried out online, smoothly, seamlessly, effectively, transparently, and minimizing paperwork by 2025.
Also this year, ministries, branches and localities will have to abolish at least 30% of unnecessary business investment conditions; reduce at least 30% of procedure processing time, in order to reduce 30% of compliance costs for businesses.
To implement, the units will synthesize and compile statistics on procedures related to production and business activities. The next step is to simplify by applying technology, reusing data and linking it with activities to streamline the apparatus, increase decentralization and delegation of authority. At the same time, the agencies will choose to transfer some activities or licensing procedures to businesses and social organizations.
In addition, all internal administrative procedures within each agency and between state agencies must also be reviewed, simplified and the processing time shortened to be consistent with streamlining the apparatus, ensuring smoothness and efficiency.
By 2026, business compliance costs must be halved compared to 2024, through a 50% reduction in procedure processing time. At this time, 100% of procedures specified in technical regulations and mandatory standards must be simplified; 100% of business reporting must be done electronically.
Overall, the Government's program to reduce and simplify administrative procedures related to production and business activities aims at comprehensive innovation, improving the effectiveness of the one-stop and inter-connected one-stop mechanisms; implementing procedures regardless of administrative boundaries; simplifying internal procedures to improve administrative management efficiency. All aim to improve the business environment, promote innovation and enhance national competitiveness.
From 2021 to the end of February 2025, ministries and branches have reduced and simplified 3,199 out of a total of 15,763 business regulations, reaching a rate of more than 20%. The digitization rate of records at ministries, branches and localities reached more than 43% and 64%, respectively. Currently, nearly 70% of administrative procedures have been provided online on the National Public Service Portal.
