In the first 10 months of 2024, the Customs sector collected 92.3% of the budget estimate.

(PLVN) - Accumulated in the first 10 months of 2024, state budget revenue from import-export activities reached 346,283 billion VND, equal to 92.3% of the estimate, up 14.5% over the same period last year.


On November 7, the General Department of Customs informed the press about the unit's work situation in October 2024.

Accordingly, the total value of import and export of goods in October 2024 reached 69.19 billion USD, up 5.1% (equivalent to an increase of 3.35 billion USD) compared to the previous month. Of which, the export value reached 35.59 billion USD, up 4.4% (equivalent to an increase of 1.51 billion USD) and the import value reached 33.60 billion USD, up 5.8% (equivalent to an increase of 1.84 billion USD). Vietnam's trade balance of goods in October 2024 had a surplus of 1.99 billion USD.

Accumulated in the first 10 months of 2024, the total value of import and export of goods in the first 10 months of 2024 reached 647.87 billion USD, an increase of 15.8% (equivalent to an increase of 88.57 billion USD) over the same period last year. Of which, the export value reached 335.59 billion USD, an increase of 14.9% (equivalent to an increase of 43.54 billion USD) and the import value reached 312.28 billion USD, an increase of 16.8% (equivalent to an increase of 45.03 billion USD). Vietnam's trade balance of goods in the first 10 months of 2024 had a surplus of 23.31 billion USD, 6% lower than the surplus of 24.8 billion USD in the same period last year.

State budget revenue from import-export activities in October 2024 reached VND 38,298 billion, up 16.8% over the previous month. Accumulated revenue in the first 10 months of 2024 reached VND 346,283 billion, equal to 92.3% of the estimate, up 14.5% over the same period last year.

The General Department of Customs also said that the illegal transportation of goods, currency, and gold across the border has shown signs of increasing on the air route (during the period, there were 2 incidents of passengers entering and exiting the country transporting 6kg of gold across the border at Noi Bai International Airport). The illegal trading and transportation of firecrackers and white sugar continues in the central provinces and the Vietnam - Laos border. In the areas bordering Vietnam - China and Vietnam - Cambodia, the trading and transportation of goods without invoices or documents proving their origin is still complicated, especially for food, cigarettes, and tobacco leaves.

Cases with signs of criminality decreased compared to the same period in 2023, but there was a phenomenon of using a registered company's legal entity to intentionally commit fraud (forging information of the legal representative, the company not operating at the registered address, illegally using digital signatures, bank accounts) to carry out illegal import procedures for chemicals that are restricted business items and must be specially controlled according to the provisions of law (2 cases were prosecuted during the period).

The situation of smuggling, trade fraud, and illegal transportation of goods across the border continued to be complicated in the month, increasing by 43.4% in the number of cases, 279.3% in the value of violated goods, and 74.2% in administrative violations compared to the same period in 2023. Of which, the number of violations on the sea route accounted for nearly 50% of the cases detected, arrested, and handled, up 61.3% over the same period in 2023.

The situation of criminal activities of illegal trading and transportation of drugs and precursors across the border is still very complicated on air routes, express delivery routes, land and sea border gates, especially emerging on air routes and sea routes.

In the face of the above situation, as an advisory body, assisting the Standing Agency of the National Steering Committee 389, the Steering Committee 389 of the Ministry of Finance , the General Department of Customs has issued a document directing and warning the entire industry to strengthen the fight against smuggling and trade fraud, such as: Strengthening the fight against and preventing imported lobster seeds; Preventing and combating illegal transportation of pigs across the southwestern border into Vietnam. Summarizing the Industry's Plan for controlling drugs and drug precursors import and export activities in 2024. Deploying the ANNEX campaign on drug control on express delivery routes within the framework of the CECWG activities chaired and coordinated by the Vietnam Customs with the participation of 09 ASEAN countries.

As a result, in October 2024, the entire Customs sector detected, arrested and handled: 1,775 cases of violations of Customs laws, the value of violated goods was estimated at VND 2,529 billion. The Customs agency prosecuted 3 cases, and transferred 13 cases to other agencies for prosecution. The amount collected for the State budget was VND 223.1 billion.

In the first 10 months of 2024, the Customs sector detected, arrested and handled: 14,724 cases of violations of Customs laws, the value of violated goods is estimated at VND 26,286 billion. The Customs agency prosecuted 24 cases, and transferred 141 cases to other agencies for prosecution. The amount collected for the State budget is VND 745.68 billion.

Also in October 2024, the Customs sector presided over and coordinated with the Police and Border Guard forces to detect and arrest: 15 cases/16 subjects, of which the Customs agency presided over 11 cases. The seized exhibits included 85.82 kg of various drugs: 11.24 kg of marijuana; 14.37 kg of heroin; 9.83 grams of cocaine; 4.86 kg of ketamine; 55.34 kg and 3,200 synthetic drug pills; 2.31 grams of other drugs; 2,000 packages of happy water; 20 bags of methamphetamine.

In the first 10 months of 2024, the Customs sector has presided over and coordinated with the Police and Border Guard forces to detect and arrest: 260 cases/312 subjects, of which the Customs agency presided over 98 cases. The seized exhibits include about: 1.73 tons of various drugs: 160 grams of opium; 248.61 kg of marijuana; 87.76 kg of heroin; 467.99 grams of cocaine; 147.92 kg and 900 ketamine pills; 861 kg and 3,206 synthetic drug pills; 381.9 kg of other drugs; 50.5 ml of other liquid drugs; 220 pills of other drugs; 2,000 packages of happy water and 20 bags of methamphetamine.
