On the afternoon of November 29, the Department of Education and Training of Ho Chi Minh City held a summary of 10 years of implementing Project 5695 - teaching and learning math, science and English integrating the English and Vietnamese programs (Project 5695 - integrated English program).

Integrated English: From 18 to 160 schools...

The integrated English program was implemented from the 2014-2015 school year in 18 schools in 3 districts with 600 students participating. By the 2024-2025 school year, Ho Chi Minh City had 160 schools in 20 districts organizing this program and had over 30,000 students participating. The team of teachers teaching the program all have international English teaching certificates such as TESOL, CELTA or TEFL. In addition, teachers also participate in intensive training courses on teaching math and science in English.

Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, assessed that the learning outcomes of students participating in the integrated English program are always high, especially in math and science. Reports from schools show that the percentage of students achieving excellent scores in periodic and final exams in math and science in English is always from 85% to 90%. Of which, at the primary level, over 93% of students are good and excellent; this rate at the secondary and high school levels is over 80%. Notably, the percentage of students in Ho Chi Minh City taking the Pearson Edexcel international certificate exam with average Pass results in 3 subjects: English, math, and science over the past 10 years is 86% at primary school; 92% at secondary school; and 96% at high school.

"Regular use of English also helps school students meet the requirements of organizing extracurricular activities of professional organizations, contributing to diversifying the use of English in schools. Students learning integrated English not only use English to communicate with international students but can also proactively perform many other contents such as hosting programs, introducing the history, culture, and activities of the school, organizing games entirely in English," said Mr. Quoc.

Ms. Nguyen Phuong Lan, General Director of EMG Education (a unit accompanying the Department of Education and Training of Ho Chi Minh City to implement Project 5695 - the integrated English program in Ho Chi Minh City), said that the program is designed to ensure the goals and standards of the Vietnameseeducation program and the UK's Pearson Edexcel standards for the subjects of math, English and science. Thanks to that, students not only master knowledge according to the national curriculum framework but also access knowledge and skills according to international standards, helping them develop comprehensively and be ready for the global learning and working environment.

Teaching entirely in English allows students to apply the language not only in English lessons but also in other core subjects. This helps students develop the ability to think in English, using the language naturally and effectively in many academic fields. In parallel, learning mathematics and science in English helps students access the terminology, specialized concepts and expressions commonly used in international programs.

In addition, the representative of EMG Education said that the program organizes many project-based learning contents, STEM activities, group exercises, presentations, film projects in English... to help students have many opportunities to use English outside of class. This not only improves their ability to communicate in English, conduct scientific research and academic topics in English, but also trains their ability to analyze, think critically and solve problems creatively. Students are placed in an environment that uses language integrated with knowledge, practice thinking, and from there apply English to explore and understand more deeply scientific and mathematical knowledge, develop reasoning and creativity in solving practical problems.

Speaking at the conference, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, acknowledged and praised the results of Project 5695 achieved by the Ho Chi Minh City education sector. Mr. Pham Ngoc Thuong said that Project 5695 was implemented promptly and on target, demonstrating the vision of the city's leaders and the determination of the Ho Chi Minh City Department of Education and Training to specifically implement Resolution 29, proactively integrate internationally and improve the quality of training. This result created momentum for the effective implementation of gradually making English the second language right after Conclusion No. 91.

According to Mr. Pham Ngoc Thuong, Project 5695 demonstrates the effectiveness of socialization. "Without socialization, over 30,000 students in the city would not have had the opportunity to access such a quality program; public-private partnership is in line with the trend. This is the result of public-private partnership and international cooperation in education," the Deputy Minister affirmed.

In which, Project 5695 has many "good" words: Students' quality in math, science, English is improved, teachers' qualifications are improved, schools' facilities are strengthened to improve quality; Students are confident in communicating in life, confident enough to study other subjects; parents have confidence in the school and the education sector.

At the same time, Mr. Thuong also pointed out 5 successful lessons of the project: There is attention from the leaders of the City and districts; The proactive advice of the leaders of the Department of Education and Training; Propaganda, dissemination, and transparency of the program; The significance of public-private cooperation, finding qualified partners; And the most decisive is the human factor, from the highest leaders of the City to districts and teachers.

The Deputy Minister of Education and Training assigned the Ho Chi Minh City education sector to continue researching and expanding the number of schools, classes and some other subjects besides math and science under possible conditions to be able to teach in English, with a plan to gradually make English the second language in schools.
