The report of the Provincial People's Committee assessed that in the past time, the work of receiving citizens has been directed and implemented by the Chairman of the Provincial People's Committee, heads of departments, branches, and chairmen of district-level People's Committees in accordance with the provisions of the Law on Citizen Reception 2013, Decree No. 64 dated June 26, 2014 of the Government, Circular No. 06 dated October 31, 2014 and Circular No. 04 dated October 1, 2021 of the Government Inspectorate on the process of receiving citizens.
During the reporting period, agencies, units and localities issued 639 documents to implement the Law on Citizen Reception and documents guiding the implementation of the Law on Citizen Reception.
Regarding citizen reception, during the reporting period, agencies, units and localities in the province organized 105,821 receptions with a total of 114,304 people, related to 99,604 cases. The total number of petitions received in all fields was 86,494 petitions.
Of which, the number of petitions eligible for processing is 80,030/79,863 cases; classified by authority (under authority) there are 61,988 petitions (3,399 complaints, 426 denunciations, 58,163 petitions, reflections). The results of processing 18,042 petitions not under authority: 5,164 petitions were guided, 12,180 petitions were transferred, and 698 petitions were urged to be resolved. The number of response documents received due to transfer of petitions is 6,388 documents.
Mr. Huynh Ngoc Tien - Deputy Chief Inspector of the province said that in the past 10 years, agencies, units and localities have organized and implemented 797 inspections of law enforcement responsibilities in receiving citizens, handling complaints and denunciations at 1,404 units.
Through the inspection, the shortcomings and limitations were pointed out and agencies, units and localities were guided to carry out citizen reception work in accordance with regulations; implement procedures for receiving, classifying, processing petitions, accepting and resolving, deciding on verification, reporting verification results, issuing decisions on complaint settlement, publicizing settlement results, updating and archiving records in accordance with regulations.
The conclusions and recommendations of the citizen inspection were all seriously implemented by agencies, units and localities. The responsibilities of 131 groups and 114 individuals were recommended to be considered.
In addition to the achieved results, the leadership and direction of the implementation of the law on citizen reception still faces some difficulties and obstacles. Due to the characteristics of the province's dynamic development, especially the localities in the Eastern region (Hoi An, Tam Ky, Dien Ban, Duy Xuyen, Thang Binh, Nui Thanh), there are potential complications in the work of citizen reception, complaint and denunciation settlement.
“The work of planning management, management of the current status of land and mineral use; the work of compensation, support and resettlement when the State reclaims land to meet the needs of land for implementing investment projects; along with historical factors, changes and inconsistent implementation and application of laws have been and are major challenges and obstacles, giving rise to many disputes, complaints and difficulties in the settlement of competent authorities at the local level.
On the other hand, petitions and complaints from many people related to the mobilization, capital contribution, and receipt of land products in commercial housing projects that are behind schedule and have land that is not eligible for land use right certificates have also arisen, potentially posing complex factors," said Mr. Tien.
