Mr. Dang Van My, Chairman of the Provincial Association of Victims of Agent Orange/Dioxin, spoke at the conference.
After the Directive was issued, the Standing Committee of the Ca Mau Provincial Party Committee promptly issued an Official Dispatch directing and guiding the organization of extensive implementation throughout the entire political system. The Provincial People's Committee issued specific action plans for each stage, directing 100% of localities to develop plans suitable to practical conditions. Departments, branches and organizations closely coordinated with the Provincial Association of Victims of Agent Orange/Dioxin in organizing the implementation. Thereby, the work of propaganda, mobilization, victim care and association organization building has increasingly gone into depth, achieving practical results.
Mr. Dang Van My presented certificates of merit to the District and City Associations of Ca Mau with outstanding achievements in implementing Directive No. 43-CT/TW of the Central Party Secretariat.
Inspection and supervision work has been strengthened. Associations at all levels have proactively coordinated to organize periodic inspections of the implementation of the Directive; at the same time, they have actively advised and proposed solutions to overcome difficulties and improve the quality of activities. The Central Association has also repeatedly organized surveys, assessments, recognized and commended typical models in Ca Mau.
One of the highlights is the implementation of preferential policies for people with meritorious services and social assistance for victims of toxic chemicals. As of April 2025, the whole province had 5,402 victims enjoying preferential policies under the Ordinance on People with Meritorious Services. In addition, 8,600 people with extremely severe disabilities received monthly social allowances. The province has basically resolved the backlog of cases, preventing public outrage. In particular, the province has issued Resolution No. 01/2022/NQ-HDND stipulating separate support policies for third-generation victims, demonstrating the locality's proactive, humane and highly responsible spirit.
Social mobilization work has achieved many impressive results. In the period of 2016 - 2025, the Association at all levels in the province mobilized over 93 billion VND to support victims in many diverse forms: building more than 300 houses, giving hundreds of thousands of gifts, scholarships, wheelchairs, medical examination and treatment, livelihood support... Mobilized resources have increased steadily over the years, in 2024 alone reaching over 13 billion VND, the highest in the past 10 years.
Mr. Nguyen Xuan Hung, former Chairman of the Provincial Association of Victims of Agent Orange/Dioxin, presented the plaque of 9 charity houses to representatives of 9 districts and Ca Mau City.
At the same time, the Provincial Association of Victims of Agent Orange/Dioxin coordinated with the health sector to put the detoxification steam bath facility at the Traditional Medicine Hospital into effective operation; organized training and communication at the grassroots level; focused on consolidating and perfecting the Association's organization at all levels, building a team of dedicated and responsible cadres. Currently, 100% of communes, wards and towns in the province have organized regular association activities.
However, the implementation process still has some difficulties. To date, there are still about 411 cases of grandchildren and great-grandchildren of resistance fighters affected by Agent Orange who have not yet received benefits due to the lack of appropriate policies. Some subjects have insufficient records to resolve benefits.
Directive No. 43-CT/TW has truly spread strongly in Ca Mau, becoming a guideline for the entire political system in overcoming the consequences of war, caring for victims and fighting for justice. The results achieved in the past 10 years are an important premise for the province to continue to effectively implement this special humanitarian work in the coming time, contributing to the good implementation of social security policies, maintaining stability and sustainable development.
Representatives of districts and Ca Mau city symbolically received 200 gifts worth 100 million VND.
On the occasion of the 10-year summary of the implementation of Directive No. 43-CT/TW, the Provincial Association of Victims of Agent Orange/Dioxin presented 200 gifts worth 100 million VND and 9 charity houses worth 540 million VND to Agent Orange victims in difficult circumstances. The Association of Victims of Agent Orange/Dioxin also started construction of Tu Da bridge, Lung Vinh hamlet, Quach Pham Bac commune, Dam Doi district worth 180 million VND.
