Comrade Nguyen Duc Loi, Permanent Vice President of the Vietnam Journalists Association, Permanent Vice President of the National Press Awards Council, Chairman of the Preliminary Council of the 19th National Press Awards 2024 spoke at the opening ceremony.

At the opening ceremony, the Secretariat of the award announced the decision to establish and the working regulations of the Preliminary Council; and a report summarizing the preliminary round works. Accordingly, this year, the National Press Award continues to receive the attention and positive response of all levels of the Journalists' Association, especially at a time when press agencies are focusing on organizing and rearranging according to the revolution of streamlining the Party and State apparatus with the participation of 17/21 inter-branch associations, 29 affiliated branches and 59/63 provincial and municipal Journalists' Associations. According to preliminary assessments, the organization and implementation at all levels of the Association has been carried out in an orderly and effective manner. However, because this year's implementation of Resolution 18-NQ/TW has more or less affected the progress of work selection in some localities, the submission of works to the award is later than in previous years. At the same time, this is also the first year to implement the National Press Awards Charter (amended and supplemented) in 2024 with a number of new regulations and award groups, so some association levels have not closely followed the instructions.

This year, the National Press Award has 2 new award groups: multimedia journalism, creative journalism, bringing the total number to 13 award groups. Based on the number of works participating in the award groups, the Preliminary Council discussed and agreed on the expected number of works proposed for the final round for each award group.

The Subcommittee of News, Reflective Articles, Interviews, Comments, Special Topics, Discussions, and Online Exchanges for Electronic Newspapers meets to agree on the scoring method and the centralized scoring schedule of the subcommittee.

Immediately after the opening of the preliminary round, the Council subcommittees met to agree on the scoring method and the subcommittee's centralized scoring schedule.
